Studying the enemy: Counter-terrorism institute to be set up

'Promise of peace' project also includes integration of emergency services

KARACHI: The Sindh police decided on Thursday to set up a counter-terrorism university along with police emergency services and a number of police facilitation centres under its 'Promise of Peace' (PoP) project in a bid to strengthen implementation of the National Action Plan in the province.

An approval was accorded by Sindh Police Management Board (SPMB) during a meeting chaired by home minister Sohail Siyal at the Special Security Unit  headquarters.

PoP was first conceived by Security AIG SSP Maqsood Ahmad Memon, who also gave a detailed presentation about the project during the SPMB meeting. Following his presentation, the SPMB chairperson and members directed Memon to expedite work on the establishment of the Institute of Peace and Policing Studies (prospective counter-terrorism university), Police Emergency Services-911, and police facilitation centres.

"The university will be a learning and research centre of international standards to counter terrorism and extremism, with a focus on studying and identifying the ideology and latest trends of terrorism, and terrorists' modus operandi," Memon informed participants during the meeting. "The university will cater to the development of a new training method for police personnel of all ranks in view of the changing strategies of criminals and terrorists,"  he said, adding that the project will help in the successful implementation of the National Action Plan in Sindh.

The police facilitation centres will provide 24/7 services to citizens through a one-window process and help desk, the AIG informed.

Memon added that the Police Emergency Services-911 was a novel idea to integrate Madadgar-15, Muhafiz Force, Command and Control Centre, firefighting department, ambulance service and public utility companies, including Sui Southern Gas Company, K-Electric, the Karachi Water and Sewerage Board, to help facilitate the public.
