A forward looking agenda for Gilgit-Baltistan’s new government

Climate sensitive GB needs smart resilient cities, digital transformation and electricity infrastructure

As Gilgit-Baltistan enters a new phase under its recently elected government, there is a unique opportunity to lay the foundation for sustainable development, digital transformation, and youth empowerment. With its strategic geographical position and immense natural and human potential, the region can emerge as a model for innovation and inclusive growth in Pakistan.

The following priorities are proposed as key pillars to guide this transformation.

Powering the future: electricity and digital connectivity

One of the most pressing challenges in Gilgit-Baltistan is the lack of reliable electricity and high-speed internet access, both of which are essential for modern development. Addressing this gap should be the government’s foremost priority. By investing in renewable energy solutions such as hydropower and solar energy, the region can harness its natural resources to ensure sustainable and consistent power supply.

Equally important is the expansion of robust broadband infrastructure. Reliable internet connectivity can unlock new opportunities for the people of GB, enabling participation in global e-commerce, remote work, online education, and digital services. With the right investments, GB can transform from a geographically remote region into a digitally connected hub, competing in the global economy.

Building Strategic Partnerships for Growth

Development in today’s world requires collaboration. The government of Gilgit-Baltistan must actively engage with federal institutions, provincial counterparts, and the private sector, both within Pakistan and internationally. Strong partnerships can facilitate access to funding, technical expertise, and policy support.

Collaboration with international development organizations, NGOs, and private investors can accelerate progress in key sectors such as infrastructure, tourism, entrepreneurship, and innovation. By positioning itself as an attractive destination for investment and collaboration, GB can unlock its full economic potential while ensuring sustainable and inclusive growth.

Empowering youth through a dedicated think tank

The youth of Gilgit-Baltistan represent its greatest asset. However, their potential can only be realized through targeted investment in education, skills development, and innovation. Establishing a “GB Youth Think Tank” can serve as a transformative step in this direction.

This platform can identify critical gaps in education and skills, promote access to higher education, and create mentorship and networking opportunities. Special emphasis should be placed on emerging and future oriented skills, including artificial intelligence, digital technologies, and entrepreneurship. By equipping young people with relevant and market driven skills, GB can build a resilient and globally competitive workforce.

Smart cities: A vision for modern urban development

To accelerate modernization, the government should designate Gilgit, Skardu, Hunza, and Gahkuch as pilot Smart Cities. These cities can act as testing grounds for innovative solutions in urban planning and public service delivery.

Smart city initiatives can integrate digital infrastructure, smart energy systems, intelligent transportation, e-governance, and sustainable urban planning. This would not only improve the efficiency and quality of public services but also enhance the overall quality of life for residents. Moreover, these pilot cities can attract investment, promote tourism, and serve as scalable models for development across the rest of Gilgit-Baltistan and Pakistan.

Gilgit-Baltistan stands at a pivotal moment in its history. With visionary leadership and strategic planning, the region can overcome its challenges and build a prosperous, connected, and future ready society. By focusing on sustainable energy, digital infrastructure, strategic partnerships, youth empowerment, and smart urban development, the new government can set GB on a path of long-term growth and global relevance.

The time to act is now, transforming ambition into action and potential into progress.
