In what would be a first for politics in the country, the Pakistan Muslim League-Nawaz (PML-N) will hold its government accountable and review the performance of its ministries later this month, The Express Tribune has learnt.
A special meeting of the federal cabinet has been convened by the prime minister in this regard on October 28. Prime Minister Nawaz Sharif has directed all his ministers to brief the meeting on the performance of the ministries and departments working under them since June 2013, an official release stated.
But in a sharp break from tradition, the premier has also asked PML-N Chairman Raja Zafarul Haq and Secretary General Zafar Jhagra to assist the cabinet in this review, the communiqué added.
“PML-N is going to introduce a new culture in Pakistani politics and hold its federal cabinet accountable,” Planning and Development Minister Ahsan Iqbal told The Express Tribune. “For the first time, the ruling party’s chairman, secretary general and other senior leaders will assess the performance of the cabinet and the ministries,” he said.
According to Iqbal, PML-N has come up with four benchmarks to assess each minister and his or her respective department against.
“First of all, a federal or state minister will be asked about the extent he or she has implanted the manifesto announced by the party prior to the May 2013 elections,” he said.
“Ministries will be evaluated in terms of the implementation of the manifesto and concerned minister will even be asked to give a briefing on the implementation of sections of the manifesto relevant to their departments,” he added.
The second benchmark pertains to reform agenda, Iqbal said. “Ministers will be asked to explain what reform agenda they have brought in their respective ministries and departments.”
The third benchmark, according to Iqbal, is service delivery and public welfare. “Ministers will be judged on what they have delivered to the masses or on how well their ministries and departments have performed in terms of public welfare,” he said. “They will also be asked about whether they have improved their ministries in terms of these aspects.”
The final benchmark the party has come up with is a minister or ministry’s ‘future agenda’. “Minister will be asked about whether they have any future agenda or whether they run their ministry on a day to day basis,” he said.
Iqbal added that the PML-N leadership will not only hold ministers affiliated with it accountable, but also evaluate those appointed from allied parties, such as Jamiat Ulema-e-Islam, Pashtunkhwa Milli Awami Party and Pakistan Muslim League-Functional.
According to sources in PML-N, the party is planning to reshuffle and expand the federal cabinet next month. They said the upcoming cabinet review is an opportunity for ministers to justify their performance and present their own point of view. “The party doesn’t want to remove anyone without hearing them.”
Before coming to power, Nawaz Sharif vowed to evaluate the cabinet’s performance after the first six months of his government. The planned review, however, comes around a year and a half after PML-N came to power in last year’s elections.

Pti has already done that so how is it the first time? They have sacked their own minister for poor performance and fired 2 ministers of a coalition partner for corruption.

I will NOT vote for PMLN in 2018 if he does not perform or his policies do not start bearing fruit. That is when WE THE PEOPLE audit his performance. @Zahid: Thanks be to IK , his dharnas, and public speeches., This would have never come had it not for IK campaign of public awareness. Although I honestly believe the move is tool little too late. NS should present himself too for the accountability. Sacrificing few of his old ministers would be cosmetic redressing. To restore his credibility he must prove that election was not rigged If he is able to do this, it would set a tone for IK demise. He also needs to cull his dynasty and bring in young educated and vibrant people who would take this country to next millineum but to do this he will have to bow out first. He has very little choice he either sacrifies himself for his party or allow his party to disintegrate into small groups and see PMLN perish. He has some stark choices to make.

Its not something very new or first time. At different times in recent past government departments and ministries were required to produce their performance report. A recent good initiative, that dies over time, was from Shoukat Aziz times when federal ministries were required to produce Year books. We must recognize the IK/PTI factor but not without its magnitude. In other words it didnt bring some unseen stars our homeland.

This is a very good move to hold Ministers accountable, but to do so definite yardsticks, goals and objectives over short, medium and long term have to be set. The Political manifesto is a general document of macro objectives, some thing like -- we will eradicate poverty, healthcare for all, education for all etc. Specifics alone can ensure an ongoing review.
A welcome development but the judgement will be biased as self accountability will always favour yourself when you are doing it in a situation when your own survival is at stake.plus the election manifesto is never an honest document even in USA.

Even though I firmly against the status-quo political parties such PML-N and PPP, however the initiative taken by PML-N seems to a good one, provided that it is done in a transparent manner and more importantly on merit which I highly doubt that PML-N would be able to do.
Why accountable only to ruling party's leader they should be accountable to entire parliament and also make a committee of senior technical personnel to review their day to day performance

I can foresee bureaucrats spending hundreds of public hours preparing last minute presentation slides for respective ministers. I wish these public hours were spent on some productive outputs. I don't understand why our PM is unable to understand meaning of simple English word 'Deliver'. If he did than everyone knows actions speak louder than voice.

Tha Ministers could only be held accountable if they had powers to take decisions independently.But if there was interference in their Ministeries from the PM,Shahbaz Sharif, Hamza Shahbaz etc,it is then an exercise to assess their loyality and put the blame on them for the failure on part of the PM Nawaz Sharif.
