RDA officer refuses to work under 'junior'

The administrative discipline crisis in the Rawalpindi Development Authority (RDA) has yet to subside, as an affected officer has refused to work under a junior officer appointed as in-charge, citing violation of seniority principles.
The officer has submitted a written request seeking to be relieved of his charge as assistant director state management rather than serve under a junior officer.
The absence of permanent officers belonging to relevant cadres across RDA directorates has become a longstanding issue.
According to sources, Director State Management RDA, Abgine Khan, moved a summary to assign additional charge of deputy director state management to Assistant Director State Management Abdul Rehman. However, on January 27, then Director General RDA, Kinza Murtaza, returned the summary marked "Not Fit for Action (NFA)."
Following the transfer of the DG RDA on January 31, the director state management resubmitted the summary to the new RDA DG, who approved the assignment of additional charge of deputy director state management to the said assistant director.
In response, Rana Shoaib Khan, a senior officer holding additional charge of deputy director finance and serving as assistant director state management, termed the decision contrary to seniority rules.
