From NWFP to Khyber-Pakhtunkhwa

They say ignorance is bliss. Luckily I am not blessed. It amazes me to see how our politicians, even some of our intellectuals, are completely ignorant of the history of the subcontinent without which you cannot properly analyse incidents which keep occurring and sometimes takes a very ugly turn.

I will focus on the recent controversy over changing the name NWFP to Khyber-Pakhtunkhwa, a 200-year-old controversy that began during the Mughal period. Northern India, minus Sindh and Balochistan, was one administrative unit stretching from Agra to Kabul but they could not take over the Khyber Pass on account of topography. So a demarcation, the Durand Line, was made to separate Afghanistan from British occupied areas and there was an agreement between the tribes and the British government to call it a federally administered area. Districts were created and their heads were given the title of ‘political agent’ instead of ‘deputy commissioner’.

I am sorry to say that the actual idea of Partition came from Mohan Malaviya and Gangadhar Tilak who wanted to get rid of the Muslims. In 1935, when the British government decided to give certain powers to the Indians, Congress won 90 per cent of the provincial seats. The Congress government then appointed their own people as political agents and the demand for Pakhtunistan kept getting stronger. In the meantime, the Second World War started and the Congress government’s made the mistake of resigning all the ministries and governments in all the provinces where they were ruling. In 1942 the Quit India Movement started and the entire leadership was arrested. This was a lucky break for the Muslim League to make inroads in the Pakistan field without any opposition. But for three years they just managed to touch the tip of the iceberg. Finally in 1946 the British decided to hold another election to see which party emerged stronger. Again, due to the conspiracies of British administrators, the Muslim League was unable to get a majority. According to observations of various historians, Congress agreed to the partition of India because they planned to keep NWFP as part of their territory. This would allow them to enter Kashmir, get to Afghanistan and make their way into Balochistan. This meant that Pakistan would be limited to Sindh and Punjab, which could never be an economically viable unit and they would go back begging to India.

But their plan failed. Not just the British but the Americans too were keen that the northern areas should never to go India. The northern area borders with China and Russia and they were convinced the Hindus would easily make a treaty with the Russians, something the Muslims would never do due to ideological differences. However, they also did not want Pakistan to be too strong in northern India and saw to it that the maharaja appointed two British officers as administrators who would ensure that Kashmir, excluding the northern areas, would go to India. The plan was a success.

Jawaharlal Nehru agreed to a referendum in NWFP as he was confident that Congress would win. But with efforts of the British government and their administration Pakistan won by just 0.46 per cent.

At the time of Partition Jinnah visited the area and diplomatically handled the situation. He met with Fata tribal chiefs and entered into a treaty with them, providing them all the facilities they had received during British rule. Thus Gandhi and Nehru’s strategy did not work.

Even after the death of Ghaffar Khan, the desire to form Pakhtunistan gained strength. There are two instances that prove Ghaffar Khan’s anti-Pakistan policies. One which I witnessed was his Independence Day speech on Indian television. He said that after independence they had been thrown to the wolves. The second time was during his last days when he said he wanted to be buried in Jalalabad, Afghanistan and not in an enslaved part of Pakistan.

One can well understand what Pakhtunkhwa stands for. We are actually hurting the soul of the father of the nation by giving the province this name. (ansar.husain@tribune.com.pk)

    Congress agreed to the partition of India because they planned to keep NWFP as part of their territory Are you not missing the part where the Congress and its allies were the elected representatives of the NWFP, or is that too a British conspiracy against the Muslim League? Or they then switched sides and then conspired against the Indians? But with efforts of the British government and their administration Pakistan won by just 0.46 per cent.

    Also, how does China fit into the equation? In 1946 China was still governed by a pro-West dictator, and the Communists were still considered a rag tag bunch of guerrillas. Why would America and Britain want to conspire against India then?

    This meant that Pakistan would be limited to Sindh and Punjab, which could never be an economically viable unit and they would go back begging to India. Really? What about Bengal? Was that not going to be part of Pakistan at the time? Or did we not consider them part of Pakistan back then as well?Recommend

    Mulism league got few seats in 1937 elections. The middle class leadership failed to displace the influential feudals and pirs of Punjab and Sindh. Through Jinnah Sikandar Pact, a compromise was made with those feudals and they were allowed to enter the league. In 1946, Muslim league got seats only because of those feudals. There was no british conspiracy involved.

    Congress wanted NWFP so that they could get to Balochistan! Everybody knew the history of the wild tribes which live along the Durand line. Congress won the 1946 elections with the support of Bacha Khan, so obviously they wanted NWFP to be a part of India.

    British wanted to halt Communism by carving out Pakistan, but didnt want to keep it strong so they gave Kashmir to India! So they wanted a weak country to face the communists?

    Why is Pakistan a strategic ally of China, where the godless Communist party still rules? Why dont the mullahs wage jihad against China as they did against Russia? The ideological difference between Islam and communism has no bearings on foreign policy.

    We havent learned any lesson from the Dhaka fall; the provincial government of NWFP has passed a resolution in favour of a name change, it has to be respected. Pukhtoonkhwa has nothing to do with the soul of Jinnah.Recommend

    Point of this Article? it smells of racism,
    The author fails to outline what is the connection between naming of Pukhtunkhwa and partition of india.well on a level it is clear he wants to connect the renaming to of the province to consipiracy by hindus, he is trying to equate all those who are proud of their ethnicity, and wanted their province named after them, to congress and anti pakistanis,
    this is plain and simple racism, i wonder why woudl any pashtun liked to be call a pakistani when the rest of pakistan is not willing to accept tht pashtuns are patrioticRecommend

    We need to ponder upon the sources which are causing militancy. At the strategic level we need to develop a comprehensive counter terrorism strategy based on an understanding of the militant tactics. The administration also needs to chalk out an official framework for dealing with the problem of extremism and for this we need to empower the law enforcement agencies.Recommend

    The article is replete with exaggerations, unsubstantiated claims and assumptions. Pakhtouns are integrated into the fabric of Pakistani society and have rendered vauable services for the country from the beginning. A name change hardly warrants making a mountain out of a mole hill.Recommend

    I am not a pathan or pashtun, infact I am a hazarawal-yet I find this article higly misleading and short on facts. Do not try to distort the history by selective narration. Secondly, I know of many pashtuns who have done more and are more patriotic towards Pakistan than many others. We are stronger together, so, do not try to create disharmony.Recommend

    Iskander Mirza was buried in Iran ..does that mean he was anti Pakistani Rehmat ali is buried in England does that mean he was anti Pakistani?

    In any other country someone like Bacha Khan would be mentioned in all the historical books..the only example of Muslim pacifism in the 20th centuryRecommend

    I wonder why we as a nation,harp on something which is already now a settled issue.It would be next to impossible to change this name for the third time.From Pakhtoonkuwa to nwfp and K pakhtoonkhwa it took us about one hundred years and lots of our time,energies, bickering and much precious time.Is this the only pressing issue among daily socides,bomb blasts,corruptions, nepotism,killings of innocent people and injustices in our society? Are we not confusing every body by raising non issues? Who is fighting Pakistan’s war? Whose children are killed in schools,mosques and markets? The economy of this province is absolutely shattered,our educational system is non existant,save for a couple of ubiversities in Peshawar,and our daily life is in ruins.What else do you require of these poor people. For God sake leave us alone and let us live a peaceful life. We have been fighting a useless war for more than thirty years.We dont have the stamina to continue this any longer, we are completely exausted and seek mercy from every body.Recommend

    The referendum was held between 7 and 16 July 1947. The result was over 98 percent in the favor of Pakistan. The Congress ministry in NWFP boycotted the referendum. In the tribal territory the Viceroy left it to the tribes to make a decision. The tribes unanimously decided to join Pakistan. A fact confirmed by the then Governor NWFP, Sir George Cunningham.Recommend

    The name of the province changed adopting the constitutional way,through an amendment in the constitution and every nation and group of people have this right if they adopt the constitutional way.Recommend
