Career planning: Report sought on service structure

Justice Abid Aziz Sheikh of Lahore High Court on Monday gave the Punjab Police’s Telecommunication and Transport Department till November 25 to submit a report on service structure for its constables.


He was hearing a petition seeking directions for the department to issue a no objection certificate to the petitioner, Waseemul Hassan, a constable, enabling him to apply for the post of assistant sub inspector (ASI) in the police.

SP (Telecommunication and Transport Department) Zulfiqar Ali stated that constables were promoted in accordance with set criteria. However, he could not provide the court the service structure for constables. Justice Sheikh ordered the department to submit a detailed report on the promotion criteria and service structure.

The petitioner had submitted that 25 per cent constables were considered for promotion to the rank of ASI every year. He said he and his other colleagues had cleared a written text administered by the National Testing Service (NTS) but the officials concerned were not issuing them the NOCs to proceed with their application for promotion to the ASI rank. He said he had served in the Telecommunication and Transport Wing for several years.
