LHC moved against traffic challan quota

LAHORE:

A petition has been filed in the Lahore High Court (LHC) challenging the policy of assigning traffic wardens a daily quota of issuing 25 traffic challans, with the petitioner terming it a violation of citizens' fundamental rights.

The petition, filed by citizen Jamila Fatima through Advocate Azhar Siddique, argues that the fixed target effectively turns traffic enforcement into a revenue-driven exercise rather than a lawful regulatory function.

According to the plea, the imposition of a daily challan quota constitutes an abuse of authority and may lead to misuse of powers by traffic wardens. It contends that such a system creates pressure on officials to meet targets, potentially resulting in unjustified or false fines, even in the absence of actual traffic violations.

The petitioner further submitted that the policy reflects an attempt to transform the traffic police into a revenue-generating body, undermining the principles of fair and impartial enforcement of traffic laws.

The court has been requested to immediately suspend the quota system and to seek relevant notifications and directives issued by the traffic police regarding the policy.

The petitioner also urged the court to ensure that traffic enforcement remains focused on public safety rather than revenue collection.
