The Islamabad High Court (IHC) on Monday ordered high-ups of Pakistan Institute of Medical Sciences (Pims) to resubmit the medical report of two ‘accused’ which was earlier prepared by a senior doctor without due procedure.
IHC judge Noorul Haq Qureshi issued the order after hospital officials failed to comply with a previous court order which had called for careful examination of all certificates issued by Pims Deputy Director Farrukh Kamal who had certified a female suspect as a ‘virgin’ and her co-accused ‘physically fit’ without following due procedure.
Earlier, the court had ordered a probe into the matter and sought a fresh report.

During the hearing on Monday, it also emerged that the medical samples of the accused including a girl, arrested from a house in the capital’s suburbs in July for drinking and partying, have been lost.
The court also directed police officials to submit a detailed report in this regard within 10 days.
During the previous hearing, Justice Qureshi had observed that the doctor was not authorised to medically examine the woman and he did not even adopt due course while examining the male accused.
The judge had observed that for the physical fitness and virginity of female, the doctor’s certification appears to be an attempt to prove the innocence of suspects.
The case pertains to a raid at a house in Bahria Town in July this year where the police had arrested a girl and five men and seized a bottle of liquor from their possession. The FIR stated that a man and the woman were ‘drunk and dancing naked in a room while the others were drinking in another room.’
The suspects had confessed that the girl was brought for prostitution purposes, stated the police in the FIR.
However, with the passage of time and alleged involvement of influential people, the investigation officer was given a show-cause and an inquiry was initiated against him as the high-ups found ‘irregularities’ in the investigation.
Later, the investigation was transferred to DSP CIA Basheer Ahmed Noon, who reinvestigated the matter, declared the suspects innocent, dropped some sections from the FIR and prepared a discharge report.
However, when the charge-sheet containing minor charges was presented before a judicial magistrate, he turned down the ‘discharge report’. Subsequently, the matter was challenged before the high court.
The court had ordered the SP Investigation to entrust the case to an honest officer.
In his remarks, Justice Qureshi had said that instead of finding the truth and bringing the culprits to justice, officials start patronising and protecting the accused.
