Copy-paste doctorate: Comsats pro-rector’s PhD thesis found 72% plagiarised

The PhD thesis of the Pro Rector of Comsats Institute of Information Technology (CIIT) and chief executive officer of the National Testing Service has been found to be over 70 per cent plagiarised.

Rumours that Dr Haroon Rashid had plagiarised his doctorate thesis were doing the rounds but the Higher Education Commission (HEC) began investigating the issue after it received a complaint about it last month.

The thesis, “Parallel Scientific Applications Scheduling on Distributed Computing System”, was submitted with Preston University in 2006.

The HEC Quality Assurance (QA) Division probed the document through the plagiarism detection software Turnitin  and found the plagiarism level at 72 per cent.

The QA then wrote a letter to CIIT Rector Dr SM Zaidi “to investigate the case as per policy within 90 days and share the outcome with HEC.”

The original thesis was submitted at Hamdard University in the PhD programme in 2004 by Rafiqul Zaman Khan titled “Empirical Study of Task Partitioning, Scheduling and Load Balancing Strategies for Distributed Images of Computing System.”

Haroon has been the recipient of Sitara-e-Imtiaz in the previous Pakistan Peoples Party government and has been working with Comsats for over five years.

He has worked for various government organisations over the past 35 years. At least 26 of his articles, mainly in the ICT field, had been published in various national and international journals.

The university’s website only states that he holds a PhD in Computer Sciences.

The spokesperson of CIIT said he had no information about any such letter but if there was any then the varsity would surely initiate due action against the accused.

Comsats has recently come under immense criticism from parliament’s education committees for one of their dual degree programmes, and the role and function of NTS as a testing body. Rashid is also the CEO of NTS which has been blamed for misuse of funds.

In December 2014, three Elsevier journals retracted 16 research papers of CIIT professor Khalid Zaman after it turned out that the author coordinated fake peer reviews by submitting false contact information for his suggested reviewers.

Under the HEC’s plagiarism bylaws, any person found plagiarising academic work can be penalised under one of three categories:  major, moderate and minor. The penalty in major cases is dismissal from service, while people involved in moderate plagiarism can be demoted or blacklisted. The minor penalty is a warning to the professor and freezing all research grants to him or her.

In April this year, the HEC updated a list of 21 academicians on its website who have been found plagiarising research papers, thesis and other publications. Interestingly, despite several reminders from the HEC to these universities for taking action against plagiarists, nothing has been done by a single university.

Isa Daudpota, a physicist and independent researcher based in Islamabad, commented that this is a case of plagiarising an Indian thesis of 2004 by one from Preston University in 2006, both of which have the same examiner, Dr Kalim Qureshi. “This poses many awkward questions for both Preston and Comsats,” he said.

How could Comsats possibly keep a person at such a high position without checking the authenticity of his thesis, he wondered.

“The origin of such problems lies in the poor policies that encourage rushed publications, and were instituted by the HEC when it started functioning,” he said.

A complete overhaul of this policy with strict monitoring of publications is long overdue, he suggested.

Please do not blame one person only. This is going on all over Pakistan. He just followed what all others are doing cheating in matric and intermediate exams is rampant, you can purchase marks from the boards. Many of our legislatures have fake degrees. Maybe if Rangers took interest in this matter too it could be straightened out……………like their so many operations………….This is sooooo sad and sadder is the fact that most people believe the army can sort it out even after army’s record of the last 60 plus years of blunders after blunders……….May Allah guide us all.Recommend

    it is sad that universities are creating pressure cooker like environment and forcing (indirectly) people into getting PhD’s. Some people have years of research/work experience and their contributions must be judged by the work they put in the running of the institution and providing leadership role within an organization.
    People some time get frustrated and under desperate condition throw away their careers. Wellbeing of human resource is also the responsibility of any organization. Recommend

    I would like to draw your attention towards a serious issue of Hec educational system. Hec is losing its credibility…! Bcoz of bogus system… Where the same professor takes a exam, checked and marked! It’s totally biased..! Professor authentication is also the mark itself whose most of the papers r plagiarized and re-phrases by 3rd party nd they got their local PhD degrees on the basis of PR and influenced…they hv little knowledge about their subjects.. they do not know many terms and definitions.. therefore they never complete syllabus and take exam on da basis of limited chapters nd important questions! it makes sub standard students in a country! System must be centralized like A level or Agha khan board.. if Hec wants to produce quality students in a country.Recommend

    This is our hidden shame, but don’t worry there are many more cases of fraud and academic theft in our universities and colleges. This kind of vice is normal where students have to write research papers for their professors and even pay for the publication fee. The senior academic university administrators fool everyone with their poker face, while destroying the system and trumpeting their expertise in corruption. Ask yourself, is it possible for a fraud to remain hidden without the support of friends and colleagues? As usual all cases of this nature are hidden and never come to surface due to a powerful and effective whip used to exploit students and young teachers, FEAR.Recommend

    No surprise, even the top university of the city in the public sector has individuals who have plagiarized and lifted research of their students. Degrees never represent knowledge or show case creativity. The best deal is to let University of Peshawar take the lead in auditing research activities here. A lot of professors here in the city of Lahore, who cant even communicate effectively in English possess PhD degrees from England..A popular saying goes that Europe sends out incompetent Pakistanis with PhD degrees so they can return and destroy Pakistani students for good. All these so called researchers are actually from rural areas or small towns and lack the basic ethics. As a result we have fake researchers and incompetent professors earnings millions of rupees annually and robbing the country and the nation. Sad day indeed but time to weed out such nefarious actors from the society.Recommend

    When will this charade ever end? Haroon Rashid (I refuse to call him a doctor now) interviews USA Ivy-League universities qualified professors applying for a job in Comsats. His wife has been chairperson of Maths department for last 13 years. The rector of Comsats, Dr Junaid Zaidi has been rector for last 16 years. Both these gentlemen are running NTS for last 13 years as Chairman and CEO respectively. And all this on government money???? Is this a joke the government is playing on higher education or Comsats playing on the government and our children’s future?

    It seems impossible because before submitting your thesis you have to submit your plagiarism report. If it is less than 20% then you move further otherwise your supervisor rejects your work. How is it possible that the thesis and in PhD level it was not checked, verified and approved by the supervisor.Recommend

    It is not amazing, if the PhD’s before the Birth of World Wide Web and H.E.C. are validated fairly then the results would be astonishing. this is obvious from the research output of different universities specially in sciences. There is no governing body like colleges for the universities. Only the likes and dislikes are the only criterion for selection and promotions of university teachers. there is no independent external examination body for universities. I think this is a time to revise the policies about universities.Recommend

    He was the best director of our university. During his ten-our, he delivered successfully his responsibities and took COMSATS Abbotabad to highest recognized institution in Pakistan. During his time in COMSATS Abbotabad, He made the engineering and medicine department to strong and proficient level. In addition, university was free of politics.

    It is very sad that such people reach at the top of this respectable institution. This kind of people not only enjoy all the facilities but it also corrupt the whole institution because he always bring such kind of corrupt and incompetant people in the administration of this university.

    When he was the director of the CIIT abbottabad campus he hired the most incompetent people to teach courses at the university level. Most of them were school teachers with pathetic knowledge. Moreover, there are people in different departments of Abbottabad Campus who consider their responsibilities in CIIt Abbottabad at least priority and are seriously involved in their commercial businesses. There are people who used their influence to get their relatives employed in the campus. The best example is the family of Mr Ismail Advisor finance. His daughters, Sons and son in laws, all are working in CIIt Abbottabad. There are many other cases.

    Right now, the administration of Abbottabad campus which was once team of Mr Haroon Rashid (Director then now pro Rector) one can imagine how a one corrupt person can damage an institution. In someone is not believing, I bet him/her to meet the Director (Dr. Khan Gul jadoon, Mr Saadat Iqbal, Col Anjum, Mr Sajid Naeem, Mr Aqeel Abbas and many others). You won’t experience so many incompetant people in on eplace. These people may be good in personal relations but when you meet them professionally they will cross the limits of incompetency.Recommend

    I have three quick questions here and request your valued consideration?

    Q1 Why is Quality Assurance (QA) department of HEC NOT able to DETECT/REJECT his thesis (>70% plagiarism) at the time of its submission in 2007?
    According to HEC (QA) policy, it is sole responsibility of degree awarding university (Preston University specifically Controller Examiner) to enclose plagiarism report for every thesis. Interestingly, the software “TurnitIn” has already been bought and provided by HEC to majority of university faculty members. Hence thesis of all indigenous PhD scholars is evaluated before final submission using the same software even by supervisor and controller examiner. HEC also offer a service of free thesis repository where, all such research thesis are stored in soft format, so anyone can get a soft copy and also provide evaluate this plagiarism independently.
    It looks quite ridiculous and to be honest quite out of line that a person of his stature knowing all odds still deposit his “plagiarised research thesis” in a public repository. Furthermore, it remained undetected to more then 5 yrs by all others like Quality assurance cell.

    Q2: Why letter to question his thesis accreditation NOT addressing Preston University examination department?
    At moment he is serving as Pro-rector at COMSATS-IT and also CEO of NUST but does both these institutes awarded him this PhD degree or engaged in his thesis submission. NO

    Q3: Plagersism of Dr. Khalid Zaman and retraction of 16 research papers.
    This news is correct but not shared on full scale. Once known, his services were terminated with immediate effect and this news was publicized among all campuses and at different forums by the institute.

    About dual degree program, according to one US report based on 5 yrs follow up study from a dataset of 134 universities offering joint and dual degree program, 40% universities suffered from delays because of administrative complications. That is exactly why COMSATS-IT is suffering from at the moment.
    BUT surprisingly, USA institutes are not disgracing their faculty members and bonding with China, Turkey, Germany, France institutes to bring each other at par. HEC may opt a Tubitak model for liaison with New York State University or let universities to explore their competitive potential. Recommend

    We knew always how his thesis was written , in the back buildings of Abbottabad Comsats. he hired 3 or 4 persons who were developing NTS system and also writing his thesis. I am glad HEC finally woke up. This guy should be jailed. he was giving jobs to his peers/relatives. They made millions with NTS while declaring it non profit. Recommend

    A number of vice-Chancellors and pro- vice Chancellors of the universities of Sindh province have fake degrees or self plagiarised papers. One of these pro vice chancellors claims to have produce more than 120 articles published in the fake online journals published only in two years time period. He has got a team of five or six fraudesters, one of is a Nigerian, who studied in Sindh University. That pro-vice-chancellors recieves one tenure of the post after the other because of poltitical connections. He does so with impunity. Recommend

    @COMSATS-IT Khalid Zaman was unlucky to be caught as he was near to get sitara e imtiaz (to be nominated for sitar e imtiaz by SMJZ). There are many professors who were equally responsible for what Khalid Zaman was doing as they were very well aware of what is happening. they enjoyed and capitalized what Khalid Zaman was accomplishing in research. These professors got promoted and received cash awards from COMSATS. not a single professor was held guilty and demoted because of the retracted paper. They still hold their postions in CIIT abbottabad and other campuses. Comsats management will never inquire and dig the case of Khalid Zaman. He got penalized and has been shown to the world that we took action but it is not complete justice. Recommend

    I think Dr Haroon Rashid should resign before he is forced out or before NAB takes up this case. One doesn’t want him to end up in handcuffs and in jail. Why don’t Pakistanis ever resign and prefer to drag on and on despite such humiliation? I don’t know why Rector Dr Junaid Zaidi is not asking his pro rector to step down and save this great institute from further embarrassment and humiliation. In fact Dr Zaidi, aged 66, himself should step down as he has been rector for last 16 years and is refusing to quit. He should also take the 70 plus retired/re-hired advisors with him and they all should go home so younger people can come up. Comsats can really flourish if these archaic people quit.Recommend

    He is the biggest fraud in the country. If NAB honestly investigates his assets, he is among the “dishonest richest” person of the country. However, he can “buy” them all. This is a test case for Government. Even if “Mr” Haroon ur Rasheed’s case is brushed under the carpet by those investigating, the wrath of nature will GET him and all those trying to dishonestly protect him.     It’s a good step but I would say Poor pro-rector Comsats who is caught.

    What about the plagiarism done by the director Institute of Microbiology, Agriversity Faisalabad and his younger brother. The Director reprinted an Indian book of 1970s with his name, without bothering to change is, am, are etc.
    His AP brother published a Korean researcher papers by changing the names of cities with his name.
    In both cases, the inquiries were conducted by the Agriversity people who have them clean chit because they investigators were either their relatives or colleagues. Just shame.

    Please take action and save the future of nation from these thieves. Recommend

So the real question of why there is even acceptance of degrees from this place gets deliberately eclipsed by this breaking news of the pro-rector’s plagiarism.Recommend

    This is just one case of Mr. Haroon. He has damaged the reputation of the most respectable person like Junaid Zaidi.He has a long list of allegations and corruption scandals while he was working as Director COMSATS Abbottabad. Because of his all wrong doings he was transferred from COMSATS Abbottabad to Islamabad. Ironically, instead of demotion the management of COMSATS promoted him to be the Pro-Rector, It was he who were running the affairs of COMSTS and NTS. If through investigation is carried out he will speak about so many other things. We would request the concerned agencies to catch his loyalists where he worked.Recommend

Mr. Haroon Rashid has appointed ex-Service men (Army + Air force) on very high administrative positions who are enjoying benefits of COMSATS along with the benefits form Army or Airforce. Some of them are Director of various campuses and some hold in various administrative positions in different campuses. He has also accommodated retired Bureaucrats by appointing them as advisers. They are getting huge salaries for nothing. Imagine an organization with 400 plus advisers.

    The day is not far that we will hear that Mr. Haroon Rashid will be Rector for an unlimited period like Dr Junaid Zaidi.Recommend

A man of such character can do anything to protect is western interests and he is least bothered with all this humiliations.     This is very unfortunate to start bashing some one merely on allegation. Look at the services this man has offered for this country. I used to be a faculty in CIIT Abbottabad. Dr Haroon has exceptional services for this country. He established the Abbottabad Campus from a clean slate and seeing is believing; this is an amazing campus. 190+ PhDs working there, 6000 thousands students, 300+ research papers per year, 700+ staff and employees, mega UN projects. As far as the plagiarism is concerned, I have to humble submissions:
    1- Nothing is proven yet, so this is very unislamic to start bashing
    2- HEC own policy does not allow this thesis to be checked anyways. As per my knowledge, the thesis was published in 2006. The HEC policy states that
    the old cases before the announcement of the plagiarism policy, that is september 27, 2007, shall not be taken up……….”

    The above facts demands a different way of thinking and a different attitude.Recommend

    I have been associated with Mr. Haroon Rashid during my tenure with COMSATS Abbottabad in its fledgling stage and found him to be an excellent Administrator and a visionary person. Have had the privilege of initiating the ‘Development Studies Department’ with his support at the Abbottabad Campus in 2004. This was at a time when very few even knew the importace of the Program. However, Mr. Haroon Rasid encouraged me to go ahead with the Program and having been appointed as Head of Department of the Program, I found his support and guidance always very forthcoming. Lets give him credit for his vision and farsightedness in this regard. I am sure the concerned authorities will take note of the fact that he was awarded Sitara e Imtiaz for his share in making COMSATs for where it stands today.Recommend

    Dr Kalim Qureshi helped Dr haroon in PhD..All papers written by Kalim and that also a fraud…fake examiners, fake scholar, fake thesis. .Kalim is from Kuwait university and has been a frequent visitor to comsats, twice a year, all expenses paid by comsats, stay at Sarena. He is also consultant for comsats for accreditation on heavy fee. Moja hi mojan.Recommend

    Well I have a few humble submissions
    1- The is just an allegation and none of us is entitled to do bashing based on mere allegations. This is un-Islamic and unethical

    2- HEC as per its own very policy is not allowed to run such checks if the thesis pertains to the time before 2007. The relevant notification is available at

    3- As per turnitin policy,”as the program readily admits, a reading that shows a high percentage does not necessarily mean the paper has been plagiarized
    (Turnitin, 2006, p. 7). The results here should therefore be read as a prioritized list and nothing
    more; the higher the percentage the more frequently the source is appearing in the document whether appropriately cited or not.”

    4 – The TIME HAS AN EFFECT on the report: Turnitin do not considers the time of the publication and tries to compare “papers submitted to Turnitin are compared against billions of internet documents, an archived copy of the internet, our local databases of submitted student papers, and a database of periodicals, journals, & publications” (Turnitin, 2006, p. 7).

    So lets wait and see and do not rush and reach conclusions. Appearances are deceptive.Recommend

    I am an Assisstant Professor at CIIT Abbottabad. Well, though, I have had a negative experience as far as my personal career is concerned; but believe me, this man is amazing administrator. a true visionary, a great academician, an initiator. His services are unaccountable. I am 100% sure there is something misleading in the media reports. Let the HEC official version come please. And then we can comment the way we please.Recommend

    So if HEC does not have plagiarism policy, people can copy past and they will be awarded phd degree? what a joke. HEC or no HEC but he has stolen others work. By the such dirty mind can influence HEC the way they want. These people have fake degrees and running HEC for the last two decades. Just to to protect their fake degrees, they did this “before 2007” thing. As they say degree degree hothee hai:) Let NAB take action, I am sure he will reveal even more horrible crimes he committed.     I have been associated with Mr. Haroon Rashid during my tenure with COMSATS Abbottabad in its fledgling stage and found him to be an excellent Administrator and a visionary person. Have had the privilege of initiating the ‘Development Studies Department’ with his support at the Abbottabad Campus in 2004. This was at a time when very few even knew the importance of the Program. However, Mr. Haroon Rasid encouraged me to go ahead with the Program and having been appointed as Head of Department of the Program, I found his support and guidance always very forthcoming. Let’s give him credit for his vision and farsightedness in this regard. I am sure the concerned authorities will take note of the fact that he was awarded Sitara e Imtiaz for his share in making COMSATs for where it stands today.Recommend

    Its the individual (Dr Haroon Rasheed) who exploited the systems not comsats as an institution:) Shahzad you are right, comsats should not close eyes on him but who would challenge the authority of such cunning person. BTW his brother(advisor) and wife is also comsats employee on thick salaries.
    Its really funny that this man used to interview professor from world class institutions:) very funny. What impression those professor will have of pakistan:) Recommend

    It seems Mr Haroon Rashid is posting comments here with fake accounts. (Sara Khan, Comsats-IT, Professor Khan). They are all using the same language and same lame arguments. The fact is the all of Comsats Abbottabad campus knows what “deeds” this man did while there as Director. When NAB questions people in that campus, every corruption, every ill deed will come out. If Mr Haroon still thinks he can fool the world, he should know that its now not Comsats employees that he terrorized and threatened all the time. Now he is dealing with NAB, Auditor General and Media. This is the end, Mr Haroon. Karma has caught up with your injustice, unfairness, humiliating behaviour and insults with respectable Comsats employees. Can you please explain how you, a government servant, own a 90 lac rupee Audi A-6? Recommend

    I am sure nothing is going to happen against MR. Haroon since we are living in a country where personalities are far much stronger than institutions. So sad but this is a reality!

    Write my words guys: MR. Haroon is so strong culprit that even HEC will NOT do anything against him. Sadly, people having original degrees have to do “khawari” every morning outside HEC for attestation while people having ‘jehli’ degree (whosoever are they) have red-carpets invitations yes in HEC !!!

    This is the MAIN reason of our national dilemma. You show me the face, I will show you the face. If HEC people care about their dignity and transparency, they should PRACTICALLY (not just theoretical statements) (i) the institution who gave fake degree should be seriously dealt with and (ii) MR. Haroon should be permanently banned for getting ANY position in ANY Univ. (iii) If he refuses to return back all the salaries (which he took being a Jehli Dr.), he should be brought in court of law.

    For COMSATS and HEC:
    Ghareeb jurm keray toh HEC/COMSATS ka clerk bhee shair bann jata hay, ameer jurm kerain toh silence. Kia khoob insaf hay !!!!Recommend

    Dr Haroon is so influential that his plagiarized thesis are no more found on HEC website.
    This is a serious crime, HEC is now protecting him and why not afterall he has strong influence over HEC admin? I am sure Dr Haroon will modify the thesis in mean while and will reduce plagiarism. This is too much of shame for the educational systems of the country.Recommend
