“The aim of the online framework is to ensure basic service delivery to the public,” Deputy Coordinator (technical) of the Chief Secretary Reforms Cell Dr Altamash Janjua told The Express Tribune. “The work that is being done is monitored and evaluated.”
Janjua added the data is accessible to the public and for the first time in Pakistan, the performance of a government officer can be monitored. “People will now know what is done and what is left and why,” he said.
According to the deputy coordinator, the initiative intends to boost transparency which can be possible if the public keeps a check on the activities taking place in the district. “If a DC is not performing well, it would be visible to everyone and he would eventually be removed,” he added.

The framework is an initiative of the CSRC for which a separate web portal has been designed. The DC of each district is bound to upload all the activities under the parameters given on the portal by the 10th of each month.
One can check the system of 26 districts of the province on www.dpmf.pmc.gkp.pk. The website has not yet been officially launched but is functional.
The public will be fully aware of any progress taking place as the website would show details of all activities, including polio and encroachment drives, schools and even the performance of the DC’s office.

The information uploaded on the website might create doubts among the public hence an inspection team has been set up by Chief Secretary Farrukh Atiq, stated Janjua. The team will visit the district administration offices to compare the uploaded data with the available records. “We visited two districts recently; the record checked at one was accurate but that from another was not.” He added the team will give a report to the chief secretary during a meeting where all the DCs would also be present. “This would discourage DCs from uploading fake data.”
Before the framework was set, the DCs would present their performance reports to the chief secretary in documents.
