Moving closer: Sector I-14 affected persons to get plots in I-12

Board approves change after redesigns affected at least 678 allottees.

ISLAMABAD:

The Capital Development Authority Board has approved the allotment of alternate residential plots to 678 affected owners whose plots were either deleted or allotted to more than one owner due to redesigns of Sector I-14 a few years ago.

The Board met on Tuesday at CDA Headquarters and approved a summary moved by the Estate Management wing seeking provision of alternate plots in Sector I-12/4 in lieu of sector I-14 plots.

The decision has been widely appreciated by allottees, who despite depositing the required funds, were deprived of their right for years. The move would also help improve the image of the federal capital’s civic agency, which has built a reputation for lacklustre response to parties affected by its decisions.

Fahim Ahmad, 40, a government servant who is on the list of 678 affected persons, said though it took authority years to compensate him and other affected persons, it gave much needed respite.

“At least now I can think about building my own house,” said Ahmad, adding there was need to immediately implement the board decision.

Sector I-14 was originally planned as an industrial sector but was later rezoned as a residential one to meet the increasing need for housing in the capital. A few years ago, it was redesigned again and an estimated 678 plots of various sizes were either deleted or allotted to more than one person.

After the issue was brought to the notice of senior CDA officials, a decision was reached to compensate the affected persons in the same sector. The Planning and Design wing of the authority was asked to create more plots in the sector on abandoned land, but the wing failed to find any suitable space in the sector.

In April 2014, the CDA announced it would hold balloting for allotment of alternative plots to the affected people. Only 90 plots were available on the day of balloting, whereas the number of claimants was 678. After much hue and cry, the CDA cancelled the ballot, announcing that fresh balloting will be held after they had 678 plots available.

Later, a 113-kanal patch of land Sector I-14 was identified by the planning wing, but its proximity to a facility run by a sensitive organisation led to quick about face.

Following this, a fresh summary was moved to the board requesting that the affected persons be accommodated in Sector I-12.

Incidentally, land values in both sectors are roughly the same.

A senior Estate Management official said the meeting had decided that further allotments would not be made in Sector I-12/4.

“The sub-sector has been reserved for affected persons of Sector I-14,” the official said, adding that with the issuance of an approved decision, work on the allotments could commence.
