Police said they had arrested a suspect and but his accomplice fled with the boy.
According to details, Riaz Hussain Qureshi, a resident of Bhaktapur, went out to buy groceries.
Police said Muhammad Javed and Muhammad Akbar abducted him. They said they were stopped at a check post set up by Cantt police in Pasroor.
They said they arrested Muhammad Akbar on the spot but Javed fled with the kidnapped boy. A case has been registered.
