Popalzai had served as governor of Kashmir and he had spent time with Maulana Jauhar at Aligarh University. After graduating from Aligarh, Maulana Jauhar went on to Lincoln College Oxford, England, in 1898 to study modern history. He launched an English weekly, Comrade, in 1911 and an Urdu weekly, Hamdard, in 1913.
Elected president of the All India Muslim League in 1918, he continued to champion the cause of independence until 1931, when he died in London. He was buried in Jerusalem as he had wished.
