
The Public Interest Law Association of Pakistan (PILAP) – a body of prominent lawyers and noted citizens – has recommended the separation of Civil Aviation Authority’s (CAA) dual role of regulator and provider of airport services.
“While facilities and services provided by the CAA are critical for the safety of both passengers and aircraft, the authority does not enjoy the independence necessary for its regulatory role,” said PILAP CEO Saad Amanullah Khan.
“The creation of a new civil aviation regulatory authority has been recommended on the lines of Ogra and Nepra, with accountability to the prime minister or directly to the special assistant to the PM on aviation.”
Recommendations have also been made for taking measures to ensure safety of aircraft, passengers and cargo, avoidance of risk to life and property, overseeing licensing of pilots, engineering personnel and all other staff related to safety objectives.
