A database of the complete computerised records of jail visitors must be maintained, along with the times at which they receive visitors, their address and their relationship with the prisoner.
Mirza also called for foolproof security arrangements at jails and for the time when under-trial prisoners are presented in courts.
The prisons must be kept clean and inmates must receive nutritious food and proper healthcare, he said, adding that walk-through metal detectors should also be installed at Central Prison, Karachi, and Landhi Jail, Karachi.
On October 21, Sindh Chief Minister Qaim Ali Shah gave the additional portfolio of jails to Mirza with immediate effect.
