"I am not here to talk about Hindus and Muslims. If you want progress then you need to have politics of unity and that will ensure progress," Modi, 63, said in a speech in the Hindu-majority city of Jammu.
"We should have only one religion -- nation first. There should be only one religious text -- our constitution," he said to cheers.
Security was tight in Jammu, the winter capital of India's only Muslim-majority state, with several thousand police and paramilitary forces deployed, according to local police sources.
Modi, a popular but polarising figure, told a rally of thousands of people that he would work for the good of the whole state through increased development if he wins a general election due next May.
The rally was the first for Modi in the region, racked by years of separatist violence, since he was named as candidate for the opposition Hindu nationalist Bharatiya Janata Party in September.
"Security arrangements were very elaborate, not only in Jammu city but in the whole region," Inspector General Rajesh Kumar told AFP.
A string of bomb blasts killed six people at a rally by Modi in the eastern city of Patna in October, shortly before he took to the stage.
Modi is seen by critics as a divisive figure who failed to stop the 2002 riots in the western state of Gujarat where he has governed as chief minister since 2001.
The riots killed some 1,000 people, most of them Muslims. Modi has denied any wrongdoing.
Since being named prime ministerial candidate, he has been building his image as a pro-business administrator and stressing inclusive politics.
Political leaders in recent weeks have been campaigning across the country in five state elections, which are seen as a litmus test for Modi and the ruling Congress party before the general election.
Vote-counting for all five state elections starts on December 8, with results expected soon after.
Nuclear-armed India and Pakistan have fought two of their three wars over Kashmir, which is divided between the neighbours but claimed in full by both.

Many Pakistanis posing as Indians making negative comments about Modi. Only proves how much Pakistan has to loose if he is in power. International and Indian Human Rights Organizations have implicated Modi's Government in the riots. The fact that courts have absolved him only means they could not prove the case against him beyond a reasonable doubt,but doesn't absolve him of the crime.Just as 100 courts can absolve Hafiz Saeed of his involvement in Bombay mayhem,he still is a criminal.

In 26/11 Bombay attacks 10 Muslim Pakistani terrorists pretended to be Hindus (carried ID cards with Hindu names & tied Hindu threads) and killed 40 Indian Muslims and 124 non-Muslims from 12 different countries.
In another attack in Kashmir, 35 Sikhs were murdered by terrorists wearing Indian army uniform before former President Clinton's visit to India. Pakistan government and media blamed Indian army killing those Sikhs. Recently a terrorist arrested by Saudi's and sent to India has confirmed Sikhs were killed by LeT members.
Pakistan lied to every one including its own citizens about Kargil.
India needs a rapid force to respond to riot situations in the country.
Only Pakistanis and Congress Chamchas and those who love corruption & black money, hate Modi.

@Ch. Allah Daad: There has been no change in his vision. He has never differentiated between people of religion. His statements as far back as 2005 when journalists asks him questions have been the same that he is responsible to 5 crore Gujaratis and cannot see difference in religion between them. I12 years of his rule in Gujarat there has not been a single policy of his that favored one community over another.
In the most recent local government elections in Gujarat, his party BJP won even inMuslim majority areas. This could not have happened of he differentiated between people of different religion.
The riots happened 11.5 years back and were brought under control in 3 days flat. In last 11.5 years there have been no riots. Those riots too were caused by a train bogey full of Hindu pilgrims being killed. 750 Muslims and 254 Hindus were killed in those riots. So does that mean hat Modi is also anti-Himdu?

The riots were triggered by a train compartment of Hindu pilgrims being burnt alive. In the past 11 plus years there have been no riots. These relevant pieces of information are frequently omitted when writing about Modi in ET I observe.

I am afraid, the country is seriously going to take a 'huge blow' when Modi retires. Watching news channels going frustrated , obsessed and Congress workers panicking would never be the same. Whether Modi becomes the PM or not is a different thing, but we should acknowledge the fact that a man who's started his journey from being a mere tea seller has rose to such a stature that he draws the otherwise lazy and fun-loving youth into serious discussions and introspection. I am sure, no politician in the history of India had such a reach.

Modi becomes Prime Minister of India or not depends on election results but one thing is sure that he has become a very strong political entity in Indian politics. Therefore change in his vision about future India should be welcomed.
