“The prime minister will make a historic announcement [on the subject of peace talks with militants] on Monday,” Interior Minister Chaudhry Nisar Ali Khan told a news conference on Sunday. He refused to share the details.
“It [the APC] is not just a conference… It is a forum to enable us to come up with a comprehensive and unanimous resolution on counterterrorism strategies,” Nisar said. He thanked all political parties which will be attending the APC.
He said the government has prepared a ‘provisional’ draft of the proposed national security policy, but added that it could be amended following input from the army and intelligence chiefs and political leaders. “The collective wisdom of the political leaders will help chalk out a plan of action for the government to follow.”
According to Nisar, the government has decided to model the National CounterTerrorism Authority (Nacta) after the US Department of Homeland Security – which was created in response to the 9/11 terrorist attacks.
“From now on, Nacta’s primary responsibility will be to devise policies to safeguard the country’s territory and respond to militant and terrorist activities [within its borders],” he said.
Apart from that, the government has also decided to raise a ‘Rapid Response CounterTerrorism’ force (RRCT) under Nacta’s command to promptly resolve any terrorist incident in the country, he added.
At an interior ministry meeting earlier in the day, Nisar also directed concerned quarters to incorporate an airwing, capable of flying night missions, in the RRCT.
“I have instructed the concerned departments to upgrade the capacity of their air assets for night operations and establish an air-wing for the RRCT,” he told reporters. He also directed concerned officials to revamp the National Crisis Management Cell.
Karachi operation
The interior minister claimed that incidents of target-killing have ‘gone down drastically ever since surgical cleanup operations began in Karachi last week’.
“Eighty targeted raids were carried out by police, while another 64 were conducted by Rangers over the last three days,” he said, adding that the raids had led to the arrests of a number of criminals.
“Some 80 weapons, of various natures, were seized following raids in Malir, Frontier Colony, Site, Badar Commercial, Clifton, Gizri and other areas of Karachi,” he said, while reading out from a report. He added that all suspects arrested in the operations had claimed affiliation with one political party or another. “We will take action against them after proper investigations.”
Nisar said all parties have, so far, expressed satisfaction over the targeted operation in Karachi. He added, however, that it would take months for law enforcers to purge the metropolis of criminals.
He said the government has asked the Sindh police chief to come to with suggestions for revamping the police department.

It is time that the talks were seriously carried out with an aim to restore peace in the tribal areas..previous attempts to foster peace failed because the AMERICANS DID NOT WANT IT.. This is what the ANP leader Asfand Yar Wali stated a few months back. This means that peace can be given a chance. If anyone is guilty of inciting trouble, it is the US.

Too late but good step, It was required decades and decades before to maturely and sincerely think and come to the conclusion for peaceful settlement through dialogue. After decades of bloodshed and killings and loss of innocent human lives the security agencies and army has get matured. The security establishment and Army must do respect the Nation, their Faith and Believes. The use of force against own people with in the boundaries and suppressing their voice for justice and against exploitation is stupid idea and they must learn from the history. Long Live Justice and Democracy. The problems come with solution but it depends the choice of solution to sincerely solve the problem or extend it magnitude. The use of force against own people by the name of war on terror, writ of the Government is totally unjustified. Whereas the region and the people were used for foreign agenda and own short term benefits. Wheres the region was ignored for 65 years from development and economic growth, infrastructure, basic facilities, education and institutions.
There have been far too many historic announcements made by per-historic, mentally and morally retarded politicians, what the nation needs is plain and simple practical action to do what is necessary to stop the current historic slaughter.
There is only one historic announcement and that is, "if anyone caught carrying an illegal weapon will be hanged right then and there. No exception and no mercy." All other announcemnts are Baqwaas, we have already heard many times before.
There is very little substance in the statement. The new security agency is likely to make life of ordinary citizens more difficult than it already is, leave alone the additional burden on tax payers. I think it is time to open up the gates to allow suggestions to flow in from the people. Administration after administration have not been able to deal with terrorism because many are part of the problem and stand to lose if peace reigns. The least the new setup should have is a weekly target set for the next twelve weeks and a weekly report to show what has been achieved.
We don't need a historic announcement at the APC. This pressure to make a big announcement and get applauded is a major reason for the failure of previous APCs. What's needed is a realization that tough decisions have to be made and that all political parties must jointly manage the political fall out of such decisions rather than engaging in point scoring.
