The government has decided in principle to nominate senior civil servant Nasir Khosa as an executive director of the World Bank (WB), The Express Tribune learnt on Friday.
Khosa, who is currently serving as the Principal Secretary to Prime Minister Nawaz Sharif, will replace Raja Azeemul Haq, son-in-law of former premier Raja Pervaiz Ashraf. Haq resigned from the post in June this year after serving for some six months.
The government, however, has not yet advertised the lucrative post – which will provide around $225,000 per year, excluding perks and privileges – contrary to its promise to ‘advertise before filling them to maintain transparency’.
According to sources, Premier Nawaz was earlier considering the names of Punjab chief secretary Javed Aslam and Ghulam Dastgir along with Khosa for the post. They added that several other contenders were gunning for the post, but the prime minister instead picked his principal secretary, who is set to retire on September 14.
Prime minister’s political secretary Dr Asif Kirmani, however, neither confirmed nor denied Khosa’s nomination.
“I am not aware of any such development,” he said.
WB executive directors have a dual responsibility as representatives of the bank’s member country and as bank officials who represent the interests and concerns of those countries.
To get appointed to the post, Khosa will have to win endorsements from the six other countries apart from Pakistan – namely Iran, Afghanistan, Algeria, Tunisia, Morocco and Ghana – which he will be representing as a WB executive director, said an official privy to developments.

Looks like he was "HEAD HUNT" delivery is and always has been questionable with almost everyone. Let's just hope he doesn't turn out to be half as bad as popularly anticipated. Irony rests with the fact; despite so much talent working for pennies we have our share of politically nurtured puppets taking the absolute Pi**!!!
Having had the pleasure of working with Mr. Nasir Khosa in Balochistan, I can vouch for his high level of professionalism and integrity; and feel that his selection is one of the best choices of the right man for the right job. Wish him all the success in representing Pakistan along with 6 other states at the board of World Bank at Washington, DC.
@Jadoon: Yes he is a cousin. But the son of same khosa sahib is in PPP as well. Does that say anything too? Why do we always see the favorite and narrow side of the things. His record in bureaucracy is excellent. He was being fought over by NS and SS as both wanted to get him into their teams.
@Jibran: Once you have made into CSS community, you would know it first hand.
@Xnain Nasir khosa is relative of sardar zulfiqar khosa. Thats why he is picked ahead of other competent people.
@Aftab Kenneth Wilson: I doubt!
Does it really matter who gets picked or not? We all know where the money is going to end up.
The former premier's son in law was also a bureaucrat in the same department; so how is picking up one favorite a crime where as another a job well done?!
The procedure is well-known. A Summary is sent to the PM with three names and a recommendation. The PM gets to choose. Of course, it could all be an eye-wash because no matter the recommendation, the PM will choose "his man".
This time it seems, even this procedure was not followed.
As for "endorsement", that is a formality. The other countries in our group will endorse whomever Pakistan has chosen, most likely during the next Annual Meetings of the Fund-Bank in October 2013 when they will all be there in Washington and will cast their vote.
The Executive Director in the World Bank rotates between Pakistan and Algeria. In the latter case, most have to take English lessons because they only speak French and Arabic!
The salary is fully "monetized". There are no bevy of servants, cars, palatial homes, free electricity, free gas (petrol), free education and health care. You get a pay-check and that is that.
Yes, since you have a UN passport, you can buy your BMW tax-free and you next car can be tax free as well, but after two years. If you are designated as a Diplomat, you can get other tax-free stuff and shop in a mall meant for Diplomats.
If you take a servant, which you are allowed, be sure to read the 30-page booklet on the rules. You must pay the minimum wage and all taxes. You must treat this servant humanely. The servant must be allowed time-off on weekends and travel to his/her country once every two years. No slaves are allowed anymore since inhuman treatment came to light some years ago.
Washington is not Dubai.
Finally, there is the work to be done. You can either make Pakistan proud or make a complete idiot of yourself in meetings of the Executive Board when the reality of your job sinks in.
Good luck, Sir, whoever you are.
PMLN is running the country like a Family owned Mafia. What a sick joke with the people of Pakistan.
@Xnain: Nasir Khosa is a bureaucrat of stature and id often cited as the benchmark of how an ideal bureaucrat should be.
The hand of God! ... Whoever PMLN picks automatically turns into an angel... This is going way too far. Do you even know this dude? Come on, for God's sake!
will the CJP will take suo moto.against PML-N decision...when Raja Azeemul Haq,was nominated CJP took suo moto and rejected his nomination
thsi is an imp post -loyalty to pml-n should not be the only criteria. there are others much better
The government, however, has not yet advertised the lucrative post – which will provide around $225,000 per year, excluding perks and privileges – contrary to its promise to ‘advertise before filling them to maintain transparency’.
Come on ET in which world you live! Maintaining transparency and that too in Pakistan specially with PML (N) government why are you kidding so openly.
@Haseeb Khan: Nasir Khosa is a bureaucrat of stature and id often cited as the benchmark of how an ideal bureaucrat should be. @ET Please for God's sake, instead of adding masala, for once try to do your job as it should be done i.e. with neutrality and honesty. And yes, do let me comment go through
All senior positions should be advertised and the person selected through transparent mechanism.
If this news is correct,I am disappointed at PML-N
