However, he specifically made it clear that he did not mean that the Abu Dhabi government was linked to the incident.
While speaking on the floor of the National Assembly, Nisar admitted that the Islamabad standoff had prolonged for too long, but defended himself by saying that he never had the time to provide Standard Operating Procedures (SOPs) to them.
The interior minister added that he had inquired about the security lapses during the incident and the agencies had given a ridiculous excuse. He added that according to the security agencies, the stun gun could only be used from a distance of 5-7 feet, and that an ‘expert’ who knew how to use the gun properly was not available, he said.
Nisar also slammed Pakistan media officials standing around the scene during the Islamabad standoff, stating that the media showed irresponsible behaviour by not allowing security agencies to deal with the situation efficiently.
He said that the media should not have shown violent parts of Sikander’s arrest.
No indulgence in petty politics
The interior minister said that he was accountable to the national assembly, and pledged to reveal all facts to the public.
Speaking about a new security policy for the country that the Pakistan Muslim League – Nawaz (PML-N) government was working on, he said that security was Pakistan's prime concern at the moment.
He asked for unflinching support from everyone, regardless of political affiliation, on the security of the country.
Nisar said that although he was a human and could make mistakes, he would work for all provinces of Pakistan and leave petty politics behind.
He said that Frontier Corps (FC) forces from all parts of Khyber Pakhtunkhwa have been removed and that the provincial government has been given complete authority over the region.
The interior minster added that the Chief Minister of Sindh himself would testify that the federal government has offered to double the number of Rangers personnel in the region for provincial security.
Nisar pointed out that a number of grave violent incidents had taken place in the two months he has been in office but he has not taken to publicly pointing fingers at anybody.

Altaf "bhai" is not "peerless;" he has company and competition!
naughty mobsters they didn't let the minister take timely action against the gun totting terrorist
Big mobsters? Couldn't they find a worse person??
what a rubbish story. How ridiculous is that, we are atomic power and we have all kinds of missiles who can carry warheads and can go across the continent, all sort of short range and long range missiles but we don' have stun gun. when we got the stun gun, no one know how to shoot with that gun. This is an utter nonsense, what happened if a Lion or Tiger get escaped from zoo, how are you going to catch him without a stun gun. Mr. Nisar, have some sense while speaking.
He gave so many excuses during one speech..and many were contradicting...He cannot perform his responsibilities in a well manner..It's like he loses his mind during a big situation and can't even give a proper statement...and afterwards starts giving so much irrelevant information to make people believe that the govt. is still in its senses and performing its duty..
I Know who is involved in the Islamabad affairs, King Abdullah, Obama, Elizebith, and VEENA MALIK.
@Abdullah: Stun gun expert? a 5 year old kid can use that :P
All there were more than five years. They could not find a five years old one.
So those were the "big mobsters" who did not allow Islamabad Police take instant action against the terrorist Sinkander. Mystery solved.
" Big Mobsters " behind !! this means Case Closed
How shamefully Ch. Nisar is camouflaging its security personnels' and agencies' demerits, weaknesses and failure and accusing as usual once again foreign hand behind this of Islamabad's incident instead of confessing it that our security officials deployed on check posts before entering Red Zone and security agencies failed.......
Funny character, this man.
Instead of admitting their failure, they try to find excuse of "foreign" involvement every time. Perhaps the whole world has nothing to do, except of planning trouble for Pakistan.
@salman: Note that when the government has no answers, blaming the "Foreign Hand" plays well with a gullible public used to the "Conspiracy against Pakistan" mantra!
Ch nisar has developed a bad habit of seeing conspiracies every where but never presenting any ACTUAL proof. He should give the BIG names if he has any courage...
We always blame foreign hands as if our people can not pronounce Roti as Roti but CHOCHEE. Come on Ch. Sahib accept that All are for Sale. Only bidders are required.
@Mohammad Ali Siddiqui: That, exactly THAT is what bothers me so much; in reference to the point you raised. I agree, no matter how many people or what happens - these people do not care let alone resign.
@skhan: Did the Norweigian minister say that foreign agencies were involved? Many terror incidents like the one in Norway happen in Pakistan regularly. The thing about this incident was that a lone individual could hold Islamabad at ransom for 5 hours which calls into question the ability of the over meant to deal with the overall monster of terrorism that plagues the country. As such, your example was totally not comparable.
The best place for such politicians are only the campaign posters. There they are portable, noiseless and easy to remove.
I totally can't see any big conspiracy behind the Sikandar incident. He just looks like a standard issue crank/stimulant abuser.
Mr Sikandar will be very soon flying to USA along with family with honor and protocol.
The next Rehman Malik?
Talk Talk no action, Baly Blay I like the statement of interior minster. Now mobster is ruling Pakistan. Where is PLMN who has the mandate?
he failed to mention MQM and Mushraff..
Comedy circus. Big mobsters?! Of course! Why am I surprised these big mobsters will send somebody with no training at all like it was a joke? Perhaps it was. Mr. Nisar, you can't fool Pakistani public anymore. Either give us facts or don't give such outrageous statements more aimed at saving your image then anything else.
LOOK, UP IN THE SKY! It's a bird, it's a plane, NO....IT'S (drum roll please!!!) DA FOREIGN HAND!!! Any hint of proof to this blame game would be more than we could ever expect!
Ch. Nisar Ali is following the footsteps of Rehman Malik. Everything is an international conspiracy. Next time we will even hear about people dressed in Star Trek costumes.
Media and people are giving Islamabad incident an unnecessary hype, It can happen anywhere, there are mad people everywhere...Was it worse then Norwegian shooting spree that mad man killed 80 people?
@Babloo: Mi-6, Ronald McDonald the clown
@Babloo: I recommended your comment coz I like your name.
Oh how nice....now we really dont miss Rehman Malik
As usual , to hide and to make a cover for their own incompetence once again it is blamed on Outside forces
I thought Zardari is a Pakistani Citizen but Nisar is saying he belongs to Abu Dhabi, strange
That's brilliant analysis! You only need an IQ of a limping mongrel to come up with such a lame explanation. This episode is a glaring example of the security apparatus being in an advanced state of disarray and the Interior Minister dazed and confused.
The most important thing is that the criminal is caught alive. He would disclose his connection and motivation. It would have been easy to gun him down but that would create additional material for TV drama and nothing more.
Skindar's standoff for five hours in Islamabad, the Capitol of Pakistan was a shameful situation.
Had this situation occurred in the Capitol of any other country, the Federal Minister of Interior of that particular country would have resigned immediately.
But unfortunately, in Pakistan this does not happen, as the government or the Interior Minister would not like to resign, no matter whatever happens to Pakistan and how many people die.
@Babloo: little green men from Mars :-)
@Babloo:
"International conspiracy. UN, RAW, WB, IMF, CIA, MOSAD,EU all involved. Regrets for any organization I have missed."
No, you haven't. Only mention of the two agencies would have been enough. I am sure, every Pakistani knows which two might be involved.
either have the courage to name names and present some proof, otherwise its wise to keep your mouth shut. Pakistani public is more than self sufficient at producing conspiracy theories, unsubstantiated claims by politicians only add fuel to the fire which might eventually burn whole Pakistan.
@Babloo You forgot WWF (both), KGB, PTV, CNN, BMW to name a few. For complete list google "3 letter abbreviations and acronyms"
Excuses, excuses and more excuses! Are you trying to be funny?
Stun gun expert? a 5 year old kid can use that :P
Mr.Sikandar says he is sorry,Mr.Nisar says he is sorry;nice way to shirk responsibilities.
International conspiracy. UN, RAW, WB, IMF, CIA, MOSAD,EU all involved. Regrets for any organization I have missed.
If there are some or many "big mobsters" involved in this embarrassing saga then let's see who are they all and how big. Surely, they can't be bigger than Pakistan and Pakistani people. Expose them and get rid of them as rapidly as you can without even worrying about their these rights and those rights and the other. They threaten our collective existence and terrorize us day in and day out, it's time that we treat them more like a device of destruction of human lives and property and must dispose them off at the fastest.
Well if you are sure that you intend doing what needs done then why all this talks, just get down and get the job done. Period.
