Led by Additional Secretary Ministry of the Interior Ather Sayal, the findings of the committee stated that security forces and the police had been unsuccessful in preparing a well planned strategy to deal with the situation, adding that the incident had been prolonged unnecessarily.
According to findings of the committee, police officials blamed the bizarre unfolding of events on the Rangers, who had arrived at the scene, and Zamrud Khan, who had ventured close to Sikandar and attempted to grab him.
The findings reveal that the Rangers refused to take part in the operation against Sikandar when approached, stating they would only act if a proper order was brought to them, Express News representative Sohail Chaudhry reported.
The committee has proposed that an SOP between all security forces operating in Islamabad should be established in order to avoid any such security failure in the future.
The committee also recommended that the weapons of the Islamabad police, including sniper guns that they allegedly did not have, be upgraded and available.
Sikandar stable
A Pakistan Institute of Medical Sciences (PIMS) spokesperson has confirmed with the media that Sikandar's condition is stable.
The gunman has been declared out of danger and has reportedly started talking, although he is still under intensive care.

I for one consider Sikander as a hero of sorts. Inspite of his silly antics he was able to hold our esteemed security agencies hostage for 6 hours and a laughing matter for all. Now the securty apparatus is carrying out introspection to analyze their follies. He provided a great opportunity for reform, which will be useful for future times.

The 5 hour stand off was sad and shameful.It showed how ineffective the police etc have become Those responsible for security lapses should be removed from service,mere transfers have become meaningless.
Once again the Pakistani Nation has been fooled. There were many many chances when a sniper could have taken down Mr.Sikander. His wife & children were nowhere in the line of Fire. From the TV footage it is also apparent that he could have easily shot Mr. Superman but did not. It was all a Drama to divert the attention of the Nation from the poor performance of this Govt & its defensive/apologetic stand vis a vis the Indian Govt.
It s Budget has been a failure. It wanted to Stay the Hangings of the criminals under Foreign pressure & last but not the least its complete un-preparedness in the oncoming Floods.

We are always more than willing to put ourselves in the life of fire; irrespective of all the negative things said about us. For every one person badmouthing about us, there are hundreds who believe in our sincere commitment.
Am not surprised by Rangers' demand for proper 'Executive Orders' from concerned authorities. They knew they would have ended up facing even worse criticism had they intervened and caused a few drops of blood on the streets. Their cautious approach is understandable.
Sorry to say that Ch. Nisar is even a bigger disappointment than Rehman Malik. What kind of report is this. Police blames rangers? For what? Why were rangers required in first place? What this police is for? So, if I go out there with a gun in my hand and start shooting, capital police will ask rangers for rescue? IMHO, the drama didn't deserve to go beyond 20 minutes. Ather Sayal is Ch. Nisar's buddy. His mandate was nothing but to shift the blame away from the inadequacies of the interior minister, who loves to micromanage the workings of the security forces, but fails to take responsibility.
It was the job of Police to overcome the lone desperado. Throwing blames left right and centre would not absolve police from its responsibility. It was one man and should have been dealt by Any other force come into play when the situation goes beyond the first one. Did the police say that the situation was beyond its control? Media should have positive role in the matter and report facts rather than fiction.
Where is Ch. Nisar in the report? He's directly responsible. You can't run the ministry on the telephone. So far his main focus has been nothing but appeasement of the terrorists and political hustling. He was more worried about, what if he takes this terrorist down, and then the others become his enemies. This fear led to indecision.
