In a bid to address what could possibly be the greatest challenge facing his fledgling administration, Prime Minister Nawaz Sharif will soon announce an energy plan for the first six months of his term.
The plan, which has been in the making since the results of the May 11 polls gave Nawaz the mantle of prime minister, is likely to result in an increase in the power tariff for industries operating round-the-clock, The Express Tribune has learnt.
Faced with the challenging task of delivering on his election promise to resolve the electricity crisis, Nawaz on Thursday presided over a meeting on the energy situation and sought concrete plans for delivering – initially- a short term respite in the debilitating load shedding facing the nation.
The significance of the electricity crisis can be gauged from the newly elected premier’s decision to take over the administrative charge of energy related ministries 15 days ago.
Thursday’s meeting at the State Guest House in Lahore is the first in a series of three high level meetings on the issue, and a plan will only be unveiled after the meetings are complete.
After concrete suggestions for dealing with the spiralling crisis are presented to the newly inducted prime minister, Nawaz is expected to announce his government’s short term measures against the energy crisis, once the plan is finalised in the last meeting scheduled on Friday, June 14. The formal unveiling of this plan will follow shortly afterwards, according to party sources.
A sketch of the plan
According to details, the architects of the new plan are reported to be the managing director of PEPCO and former finance minister Shaukat Tareen. In the initial stage the plan will seek to reduce load shedding to just three to four hours daily within the first six months.
Participants at the meeting have been informed that 1500 MW of electricity has been added to the grid, which improved the unscheduled load shedding. The six month plan is to increase electricity from 12000 MW to 15000 MW by December 2013 which will reduce load shedding duration down to four hours.
Payments to independent power producers (IPPs) and generation companies (GENCOs), last week, in addition to sureties extended to closed units, are also expected to give a welcome sigh of relief to the country.
Under the six months short term strategy, existing units will be operated to their maximum capacities, power generation targets will be established for each month, energy conservation would be encouraged and an audit of Karachi Electrical Supply Corporation (KESC) will be undertaken.
Trouble for KESC?
Nawaz has been informed that KESC is currently receiving 700 MW of electricity from WAPDA, while it has closed its own generation units. KESC has been receiving subsidised electricity to the tune of Rs 80 billion as the same electricity was being purchased by WAPDA from the expensive private sector at higher rates. In addition to the audit, KESC would be asked to produce its own electricity and to route 500 MW back to Punjab, after a few months the remaining 200 MW will also be withdrawn. An inescapable yet difficult decision in the plan is to increase the electricity tariff. Industries operating round-the-clock will now have to pay Rs 18 per unit compared to the existing Rs 15.
However, domestic consumers using less than 100 units will be spared the tariff increase. With the additional revenue, the government expects to purchase 300MW of electricity from the private sector.
Similarly, modern meters will also be installed on all lines emanating from grid stations across the country. These meters are expected to control line losses and electricity theft. In light of their inability to deliver, the government will also announce the replacement of all heads of distribution companies.
Reports suggest that after the initial six month short term plan, the government will start longer term projects addressing the energy shortfall in the country. These projects will include dams, thermal power plants as well as other low cost schemes.
Official statement
According to an official hand out, Nawaz in Thursday’s meeting vowed to put in place effective measures to utilise available resources to rid the country of the energy crisis.
The prime minister said, “I have to put in place initiatives which keep the industrial wheel churning and the fans in every home running.” The energy sector is one of the major priorities of the PML-N government, which would take all stakeholders on board to resolve this grave issue once and for all, he added.
The statement adds that the government plans to retire the crippling circular debt gradually and the premier has directed authorities to determine the viability of all electricity projects, including their financial requirements. Punjab Chief Minister Shahbaz Sharif, Pervez Rashid, Chaudhry Nisar Ali Khan, Ishaq Dar, Khawaja Asif, Shahid Khaqan Abbasi, former caretaker federal minister Dr Musadiq Malik, Shaukat Tareen, Salman Shahbaz, Mian Muhammad Mansha and various energy experts attended the meeting.

punjab was never 62% of the population. it was never so even in 1951, when first population census was conducted.punjab is 56 % according to 1997 census and is likely to remain so even if fresh population census is conducted. NADRA record and total number of voters registered in the country clearly indicates that punjab still holds sway as far as the population is concerned. isnt it an irony, that bold step to conduct census was takem by none, but nawaz sharif himself in 1997, while benazir bhutto shaheed failed to do so despite two terms in office!!! so plz shed the animosities and work for the federation.
Dear mr PM. Apart from this strategy, you must also conserve electricity by setting personal example and switching off AC's of your own houses and offices. I m sure it will have a very positive impact.
People of Pakistan need be conscious and watchful. Whenever there is a move in Pakistan to improve governance through democratic path and improve relations with neighbors, specially India, two thing immediately happen. One, the incidents at border/loc with India increase so that peace path is disrupted.Two,every effort by the government will be thwarted with charges and counter charges of corruption. Every effort will be launched to ensure that no foreign policy decisions are taken by lawfully elected people.

@Ammar...KESC is not stealing it is punjab stealing gas and electricity from sindh and KP..according to 18 amendment it is the province right which is producing...Punjab is also avoiding Census knowing well it is not 62% of the total population ..and WAPDA is fedral subject not provincial

Why cant provinces produce their own energy, why wasnt shahbaz sharif capable of starting any power projects of their own int their tenure. SAD
@Ammar: No body has stolen your energy! There was aggreemnet of supplying gas (from Sind, not from Punjab which does not have any reserve of its own but feeds on Balochistan and Sindh on almost the same rates) and 700MW of electricity from Jamshoro and other power plants to feed industry in Karachi till 2015. Till then, KESC was supposed to build their own power plants (they did add 560MW of electricity in the form of BQPS-II). There is no loadsheeding in industrial areas and areas with good revenue collection. There are still areas in karachi where there is a lot of theft and upto 12hrs of loadsheding as a consequence. You should ask PML-N why have they not added any power unit in Punjab in the last 5 years instead of wasting money on tandoori naan and Laptops!!

How it will be done, only some honest expert of electrity can tell you."
One big reason for loadshedding is that even existing generating capacity is not fully utilized because there is no money to pay for the fuel. Why is there no money to pay for necessary fuel because there is a limit to how much subsidy your government can pay. Your recommendation that subsidy should be increased instead of being cut is not something that any expert can advise MNS on how to do.
All this sincerity and hardwork will only be useful when combined with truth and a strategy to educate and inform the public. The harsh truth is that distribution companies are corrupt to the core. Apply to get a new connection or get a bill corrected, you will find out. The other harsh reality is that we steal electricity and those who can get away with it, dont pay their bills. Yes price of electricity needs to be increased but NOT WITHOUT PLUGGING SYSTEM LEAKAGES, CURBING THEFT, AND COLLECTING BILLS FROM ALL. The 70% paying their bills should not be made to suffer and pay for the 30% thieves and defaulters!
The electric bills should be like mobile phone bills. You pre-pay and then use. The price should be high not subsidized and pre-paid. Let us see what would the poor people say when they would be asked to pay much higher price with no guarantee of power supply.

You are proving that you are seriously worried about energy crisis and working hard to solve it ASAP. There are no doubts in my mind that it is going to be seriously difficult to solve this and I also do not doubt your capability and sincerity. However, in your next speech, for the purpose of clarity, make sure that you tell the truth to the people of Pakistan. If you are going to give short-term relief to us then please tell us that the following solutions are not going to permanently solve the crisis etc. My point: people do trust you, you are making some amazing decisions, and even your rivals are praising your maturity BUT the day you lie to the common man you'll lose all that respect.

Despite multifarious obstacles,financial constraints & prima-facie lack of expertise & above all corruption,Nawaz Sharif seems to be taking personal keen interest to over come this demon of energy crisis.One would wish him good luck & pray for his success!!
Brilliant! Excellent strategy. This shows that if the leadership is capable and committed, these issues can be solved in a matter of days and weeks. Shame on PPP for wasting 5 years and billions in exchange.
