Nawaz has decided not to appoint defence and foreign ministers in the cabinet he is putting together after having led his party, Pakistan Muslim League-Nawaz (PML-N), back to power in the May 11 elections.
Instead, the two time prime minister will select a retired civil servant as an adviser on foreign affairs - former ambassador to the United States and the European Union Tariq Fatemi, the sources said.
The move to defer appointing a foreign minister suggests that Nawaz wants to get to grips with the government's relationship with the army.
"The incoming government and the army need to be on the same page on key foreign policy issues, not least Pakistan's relations with Afghanistan, India and the United States," a PML-N insider told Reuters, requesting anonymity as he was not authorised to speak to the media about the issue.
The United States wants ally Pakistan to help rein in the Afghan Taliban before most Nato combat troops pull out of Afghanistan in 2014. India, with which Pakistan has fought three wars since 1947, is constantly a perceived threat.
Pakistan is beset by high unemployment, a flailing economy, widespread poverty compounded by a Taliban insurgency and deadly sectarian violence.
"Supporting Western-backed attempts to engage with Taliban leaders in Afghanistan; what to do about India - until the government's policy contours are crystal clear, the prime minister is not willing to take any risks," the insider said.
Nawaz was a protege of military dictator General Ziaul Haq in the 1980s. But in 1999, when Nawaz was a prime minister, he was overthrown by General (retd) Pervez Musharraf because he refused to allow an airliner carrying the army chief to land in Pakistan.
In the last days of his election campaign, Nawaz spoke openly against what he called a "flawed" US war on terror, raising questions about which direction he would try to push the trajectory of bilateral relations.
Pakistan backed the Taliban's rise to power in Afghanistan in the mid-1990s and is seen as a crucial gatekeeper in attempts by the US and Afghan governments to reach out to insurgent leaders who fled to Pakistan after the group's 2001 ousting.
"Handling the US, Afghanistan and India after foreign troops withdraw from Afghanistan will be a very tough job," another PML-N source said.
"Right now, Sharif has decided he's the best man to do this delicate dance. He won't take the chance of someone else making a mess in the early days of his government."

@Fact........No one any where has said that COAS is appointed by the Ministry of Defense.Three names of senior most Lt.Generals are recommended by the retiring COAS & one of them is appointed by the PM.The summary, however, is moved through MOD.
“Defense, because he is scared of the Army & this time again wants to bring a General of his own choice as COAS by superseding seniors & Foreign Affairs…to accommodate Tariq Fatmi whom he will get elected as a senator & appoint him as Minister FA.” Not sure you understand how the parliamentary system works. Even if he did not keep these portfolios with himself, he could make these decisions by virtue of being the Pime Minister and boss of bothe defense minister and foreign minister.
Uh oh. The boots must be getting nervous. This time he means business. Only real estate left for the boots (and the minor work of defence of the nation).
A bad decision ineed in a democratic order. People of Pakistan were looking for leadership, not a civil servant. He must learn to 'TRUST'.!!
Rex Minor
This means confrontation has started. Our all powerful establishment will never allow NS to over-rule on these two most important ministries. Defense and Foreign Office are red zone areas for any civil government. I think NS should look before he jumps. Performance of NS will be judged by our sleuths right from day one due to evacuation of foreign troops from Afghanistan and our future role in the same context. I would rather recommend that he keeps Water and Electricity ministries under his belt rather that entering no go areas..
Oh Good Lord help us all. What foreign expertise does he have to run that ministry? Not that he's capable of running the country either; as his last tenure showed when our reserves depleted to $300M and he froze our foreign currency assets, not to mention the attacks on the judiciary he now claims to love, the banning of media outlets (Jung anyone?), the utter lawlessness in Sindh, etc etc etc. But hey hey hey; he detonated the nuke bomb that AQ created with the army's help, and he built the Lahore motorway right??
Simply means that foreign and defence policies will be run by COAS... wise move saved nation’s money to be spent on salaries, perks and benefits of two puppet ministers.
Well I thin he should be more concerned about the energy crisis and economic crisis. His fears from the military establishment should not be affecting the major issues of the people. I.e economy and loadshedding.
These two positions are much more diplomatic in nature. And Mian nawaz sharif who wasn't capable of securing his own govt, can handle those positions?it leaves a big question mark ahead nation
@Uza Syed: Even then Imran khan is not going to be in Power. The famous quote is "BIGGEST WEAPON AGAINST IMRAN KHAN IS IMRAN KHAN HIMSELF"
@k. Salim Jahangir: Bro, Ministry of defence does not appoint COAS, it is the prime minister, who has the authority. We can understand the pain of PTI, how desperately they want NS to fail. But you should keep in mind that his failure won’t let Imran Khan come in Power instead it would be a loss for Pakistan as everyone would lose in next five years. Keeping politics a side we should wish all Governments both federal and provincials to be successful so they can ease the lives of common Pakistanis.
really smart moves by Nawaz so far. I wish PTI supporters digested their defeat with grace. After all, Imran was never fit for such a practical job, he never had anything concrete to say in his extremely flawed and childish election campaign and instead of resignations in the PTI camp, we only hear them blame again. I have no doubt in my mind that with such an immature behaviour, PTI will never see the Prime Minister Seat. God Forbid!
Nawaz sharif I am proud of you, I wish you teach the lesson to the imperialist army generals who consider themselves superior to the rest of the people in pakistan.
@Shaheer Malik: You are right and Mr. Nawaz Sharif is the most suitable person for the job.
@S N J: How about you publish a list of all the family members of the Sharifs together with the positions you'd like them to take.
Dear ET please make correction .. nuclear test was done in 1998.. and it was 15th anniversary yesterday..
@Pro: Sir, Pakistani foreign Policy is very simple. Obey American and Sauid Arabia and prolong your term of govt.
It takes courage to take such decisions. We can hold our judgement till the results are known.
@S N J: Oh i see!!
People it is not done yet, just an assumption that is consuming us.
The ML-Nawaz's owner leader has decided to head the Foreign & Defense portfolios in addition to being PM of Pakistan with his kind of intellectual power he should manage the Law as well as Home ministry and be Governor of the State Bank and Chief Justice of our Supreme Court. Why not if Allah has endowed him with that rare genius for self-destruction then he must avail the opportunity to prove it and accellerate his exit from our government at the fastest.
Shows the mindset. He doesn't even trust his party members with such important ministries. Symbolizes the dictatorial nature of Sharif brothers.
@Pro: @Pakistani: Nawaz Sharif is a seasoned politician who would have learned a lot from his past blunders and one should not expect the same to be repeated. However, to do a good job he should appoint competent advisers and experts in key areas and must take their good advice to succeed.
@RT: Well said. Cant agree with you more.
@Umair: Really??...what is so 'Tigerish' about this decision?? All he wants to do is settle the score with the Army and on the foreign office front, he lacks all the credentials which are required to run such an office. However, there is one element in which Mr. NS and Co. have shown complete command and that is hypocrisy.
NS has no capability at all to manage foreign affairs, he simply can't tackle such situations. Has anybody ever seen him facing/answering tough questions of foreign media?
@Rehan: If Mr. NS does decide to go down this road, he can then proudly add this decision to the list of his countless economical and political gaffes. For example, his recent comments concerning the voting trends of the people of all provinces clearly shows his immaturity and lack of intelligence. Also, he should stop taking credit of the nuclear program as it was not his government which initiated it and since the program started, all subsequent governments played their part in continuing the program. As painful as it is to see someone with limited competence to be appointed for such an important post but the fear is further compounded because of the flawed ambition of trying to be remembered in the history books. May Allah have mercy on all of us.
@salman:
What are the credentials and abilities of Nawaz Shareef as a statesman to deal with international affairs. His dealings with Army was also poor. Only time will tell how Nawaz will manage these important portfolios.
@Iram: I bet he was taking the payroll of 17 ministries as well. Delivery at the end NIL
A wise move by NS to keep two important ministries to himself to ensure least interference from the major establishment and formulate new foreign policy to give a new direction to the country. In this regard he might consider abandoning decades old self destructive policies which resulted in endless violence in Pakistan, spoiled relations with its neighbours and put the country on the brink. On the defence ministry front he would keep control over defence spending and curtail infructuous expenditure on various infrastructures including nuclear arsenal.
@np: Further his daughter has also elected on women reserve seats.
No confidence on PMLN. They are used to plederizing everything or taking credit. Here the mess will soon come in front of the people
This is awesome. On days like these, I am sooo happy PTI didn't win with a landslide, as it should have. By short-circuiting the elections their way, PML-N has shot itself in the head. I am completely assured that they will not be able to do much at all in all the things that matter. There will be no strategic thinking, no ability to think beyond their noses and no possibility of seeing a change of style of governance from the past. Their only saving grace would be the abysmally bad performance of the preceding PPP government; for any amount of governance, however miniscule, will be far, far better than those days.
I really, really hope that i am proven wrong and NS and family and friends will turn Pakistan around a full 180 degrees; towards progress, development and, eventually, the greatness it always deserved.
First time ever he is making decisions like a Tiger.
The portfolio we would like Sharif to handle is POWER! ++++++++++++++++++++++++++++++++++++++
Just a request to PM-elect not to interfere the seniority of Army as you are proposing yourself as PM because you are the head of the party, so Justice should prevail. All the best.
Actually Nawaz Sharif wants to play one man show in the key departments just due to the simple 2/3 majority in the center (federal setup) and Punjab.....
He is inspired from Shahbaz and wish to copy him, Shahbaz holds seventeen ministries and i guess he wishes to match the score.
PM, Foreign Minister, Defense Minister, Nawaz Sharif, CH Shahbaz Sharif, Finance Minister Ishaq Dar every thing at home. Certainly Hamza, Maryam etc will be given suitable job in the present govt. What will do the rest of MNAs.
@k. Salim Jahangir: Thanks for clarifying. Makes sense.
The sensitivity of the regional scenario cannot be over emphasized. The relations with the army have always been unbalanced because of the ineptitude and haughty approach of the civilian landlords coming in via media PPP and PMLN. Did the luncheon meeting between the army chief and the Sharif brothers go a long way in settling the dust? Salams
He always wanted it lets see what really he can do. Last time around he was pretty clueless.
If he takes Defence portfolio then Drone Strikes are his responsibility and I hope he FIRES himself if he cannot stop the Drone strikes from taking place...
@imran bhatt: Did Karl Marx say anything about why not to quote him just for the sake of pretentiousness?
Mian NS will already have his hands full with the mess the country is in right now. I doubt he has potential to even tackle more basic issues, and for him to think that he can manage the art of diplomacy on his own, seems to be a product of 2 glasses of lassi after qeemay walay naan!
@Rashed Alee: Acquitted by Sharif Courts.......!!!!
@np....One tends to agree with your contention, but PM is not aware of nitty gritty of day to day work. NS claims that he did not know about Kargal,he did not even know Army take over in 1999. Thats the reason he wants Ministry of Defense to function directly under him.Let time prove what we are discussing today? Things will start crystalizing after appointment of new COAS.In any case Tariq Fatimi, for the time being, will be Advisor on Foreign Affairs & after becoming Senator will be elevated. One may be wrong ,but, this is just prognosis as of today?
@k. Salim Jahangir: "Defense, because he is scared of the Army & this time again wants to bring a General of his own choice as COAS by superseding seniors & Foreign Affairs…to accommodate Tariq Fatmi whom he will get elected as a senator & appoint him as Minister FA."
Not sure you understand how the parliamentary system works. Even if he did not keep these portfolios with himself, he could make these decisions by virtue of being the Pime Minister and boss of bothe defense minister and foreign minister.
@Pakistani: "plagiarism the story copied from dawn"
Buddy this is a reuters story and reuters has been given credit. No evidence of plagiarism.
This is the difference in MQM and the other political parties.
If it were MQM government, it would have made an effort to provide experience and training to individuals into taking leadership roles and run these ministries under close supervision, but these brothers would rather run the whole show themselves.
The political culture of training people into governance and public administration is sadly missing. Leaders of political parties should produce people whose competence is reflective of their leaders prowess and commitment.
In Pakistan, the leader takes it all,
Good move...now the americans can just deal with one yes man rather then 3. This will save the govt of pakistan lots of valuable time to work on more important projects like the bullet train and motorway to Beijing.
We would be happier if he keeps Law (Judiciary) and Energy portfolios. These are the most deteriorated departments in the country in last sixty years
Maryam Nawaz for Foreign Minister!
Pity the party which does not even have some solid portfolios to do these two jobs!
Defense, because he is scared of the Army & this time again wants to bring a General of his own choice as COAS by superseding seniors & Foreign Affairs...to accommodate Tariq Fatmi whom he will get elected as a senator & appoint him as Minister FA.
Wise move by Mian Sahab. Pt trolls need to understand the dynamics of politics & power structure before ranting on about everything
Excellent move.He should choose a competent advisors for Defence and Foreign affairs who can speak, write and has commanding aptitude.
plagiarism the story copied from dawn
What Marx wrote on the spectacular victory of Louis Bonaparte in 1848 in France can be applied to recent victories of Nawaz Sharif and Imran Khan. Karl Marx wrote at the time: “Why had the French voted, in such overwhelming numbers, for this preposterous deadbeat—clumsily cunning, knavishly naïve, doltishly sublime, a calculated superstition, a pathetic burlesque, a cleverly stupid anachronism, a world historic piece of buffoonery and an undecipherable hieroglyphic? Simple: the very blankness of this junior Bonaparte allowed all classes and types to reinvent him in their own image…Thus it happened that the most simple minded man in France acquired the most complex significance: ‘Just because he was nothing, he could signify everything.”
"Sharif" has decided he’s the best man to do this delicate dance- all is said by the writer.
Mian Sahib has taken the right decision.
Only one mind should speak at a time about these two delicate ministries.
The entire responsibility of taking Pakistan out from the mess lies on the shoulders of Mian Sahib and by keeping Foreign and Defence Ministries, Mian Sahib can take right decision at the right time and on spot.
// because he refused to allow an airliner carrying the army chief to land in Pakistan.//
It is the responsibility of Express Tribune not to present fiction as fact. It has been proved in the courts that Plane highjacking allegations were wrong and Nawaz Sharif has been acquitted in those cases. Please correct your statement.
Control freak - eh..? Why do they have 342 assembly seats, these 2 brothers were enough ;)
Sure-let me personally take care of messing both of the top ministries. My genius will be at work when I meet statesmen and military men from around the world. I will tell them about how I made the motorway and froze foreign currency accounts of my own countrymen, not to forget had the courts stormed by my even more intelligent goons. And that the payas in Lahore are great.
Good decision. So far he seems to be making the right moves.
