In India, safety of individuals is always neglected. In most of the cases the reason for fires is short-circuits. The electrical installations in India are very poor. You will find the basic earthing also missing in most of the buildings. I have heard about a UK based company Ascertiva India Pvt Ltd (www.ascertiva.in ) which does electrical safety audits in India. They audit the buildings and give recommendations as per the standard rules and regulations.
