Handing Quetta to the army would ultimately pave the way for the arrival of international forces in the province, the former president of the Pakistan Peoples Party in Balochistan Nawabzada Lashkari Raisani has argued.
The demand to hand control to the army came from the frustrated Hazara minority who recently lost 200 people in terrorist attacks. The Baloch reacted badly to demand as they regard the army as their oppressors.
Lashkari, together with former PPP federal minister Amanullah Ghichki, was of the opinion that the demand for the army to step in was part of an international plan to destabilise Pakistan and further complicate the crisis in Balochistan.
“Balochistan, particularly Quetta, has turned into a field of an international proxy war, as the players are creating a situation that suits their economic interests in the province,” Lashkari said.
The January 10 bombing in Quetta killed almost 90 Hazaras led to the dismissal of the provincial government and the imposition of Governor’s Rule.
Sympathising with the Hazaras, Lashkari said that all the political and democratic forces should express solidarity with the ethnic minority. He said that the state would face terrible consequences if their protests were not joined by other political forces.
Referring to the photographs of the protesting Hazaras printed in newspapers and coverage on TV showing them holding up portraits of Iranian spiritual leaders, Lashkari urged that the community should not feel isolated by the majority in this time of trial.
He reiterated his earlier claim that the worsening law and order situation in Balochistan was a part of a 1,400-year-old rivalry between the Arabs and Persians. “This age-old conflict is also visible in Afghanistan, Iraq, Bahrain and Syria,” he said.
The two Baloch leaders, Lashkari and Ghichki, proposed that the establishment should rely on political elements in the province to reach a resolution. “Maintenance of law and order and countering terrorism is the responsibility of the police and other law enforcing agencies while the army is responsible for [upholding] national security,” Lashkari said.
Giving weight to Lashkari’s opinion, Senator Pervaiz Rashid said that his party, the Pakistan Muslim League-Nawaz, was strictly against any brutality inflicted upon people irrespective of their faith and belief. But he was critical of the demands made by Pakistan Tehreek-e-Insaf chief Imran Khan and Minhajul Quran International’s Tahirul Qadri to hand over Quetta to the army.
“This demand has been made by people who are unaware of state craftsmanship,” Rashid said.
Describing the role of the army, Rashid said that “constitutionally, the army is available to the civil administration to maintain peace in any of the part of the country.” He said that those calling out for the provincial capital to be handed to the military were “ill-informed about constitutional provisions.” This point was buttressed by security analyst Lt General (retd) Talat Masood who said that the civilian government has the constitutional authority to call in the army to its aid to handle critical issues.
Another solution was proposed by the former deputy chairman of the Senate, Jan Jamali. He has urged the federal and provincial governments to use the police and paramilitary Frontier Corps to end the bloodshed. He said that the FC should be placed under the command of the civilian government.
Former chief secretary Abdul Hakeem Baloch was also against army’s takeover in Balochistan and said that the prevalent crisis in the province was never addressed by military rulers. However, Baloch was of the opinion that the army should be involved in holding free, fair and transparent elections in the province.

The seperatists have nothing to do with attacking Shias it's the Saudi sponsored "Madrassahs' that have wrecked the society in Balochistan. One thing I would like to add is that the Hazaras came after 1979 when the "Jihad" in Afghanistan begin why don't they go back Balakh and Bamiyan infact the whole of Herat is relatively quiet and prosperous as opposed to the rest of Afghanistan and their leader Ismail Khan also helps Hazaras in resettlement. Every body would be better off if these people just leave Balochistan.
Sane and logical words from Mr. Lashkari. PML (N) also seems to understand the sensitivities and implications. Hope the popular political leadership will also appreciate the soft issues.
A CLARIFICATION: Imam Khamenai is NOT only the Iranian spiritual leader. He is the Vali-e-Faqih, i.e. the spiritual leader/political rahber of every Shiite across the World. Shiites recognise him as Vali-e-Amr-e-Muslimeen
@Senge Sering Request to call in army directly came from Martyrs' families, not initiated by MWM. Its because the Hazaras and rest of Shiites have full confidence in their leadership represented by MWM & SUC that these religio-political parties supported the demand for Army in Quetta.

International forces are already involved. Who do you think is arming anf financing these terrorists? These people don't want the Army there, because they themselves are involved in terrorism.

Can't understand if Army can be called in SWAT why can't in quetta? They can do the same thing as they did in operation Rah-e-Rast i.e wipe out the militants. The purpose of army is to defend and protect civilians whether on borders or internally.

When I was a kid and would make a fuss over sleeping early in the evening, my mother would scare me off by saying that a Tor Dev (Black Ogre) will come and eat every single kid who's not sleeping. I waited for years but, the Black Ogre never showed up. Similarly, in Pakistan these days, politicians, Army and religious leaders, all of them have their 'black ogres' to scare off the public with. Politicians use 'conspiracy against democracy', military aka establishment uses 'foreign conspiracy/hand' and 'destabilizing Pakistan' rants and religious leaders and Mullahs have 'Yahoodi lobby', 'Black Water', 'Bharati saazish' and many more black ogres. But, this 'international forces' is absolutely a new 'black ogre' in the arena.
Its true that army should not be called in under usual circumstances. But all this mumbo-jumbo of good governance matters least when people can't even feel safe in their own neighborhoods. What Lashkari sahab and other politicians fail to realize is that call of army by Hazaras is a loud declaration that politicians have failed to do what they should have done and that is to provide governance. If these Sardars and Nawabs were to worry less about their own pockets and more about their poor and vulnerable brethren, may be the situation would have been better today.
Lashkari is right killing of Hazaras is a deliberate attempt to put Balochistan in Jeopardy. 20000 Baloch have been killed who has raised his voice against army no one and now if Army is given the control in Balochistan the Baloch Genocide will commence international forces will intervene. The army has no right to control anything, except to defend the borders or obey the civilian authority. Mr Qadri must be put behind bars for proposing this in the first place. The civilian government having failed in their obligations to protect the citizens must make its exit quickly as possible to make a room for the caretaker government of national unity - no to the army, the generals along with Qadri must be shot for treason.

Whenever PPP's governance or power are compromised. There is always a international conspiracy according to them everytime. There is already a putative democracy in the province.. where ex-CM had patronized kidnappings & ransom and federal government allowed all this under its nose creating the worst failure of this democratic set-up in Balochistan. Military establishment with the doctrine of necessity create elements like Lashkar, IGI, MQM etc. and soon when they back-fire, next mission is lauched to supress them. Later people like pervez musharraf give free hand to MQM to expand and re-organise and then again god father's in Islamabad and Rawalpindi realize there power's should be curtailed and Aman committe and ANP are invited to run the show... In all this game of stick and carrot life of a common pakistani has become miserable and force to quit city or country.

Raisani is part of the useless group of nawabs who have taken the money of the province and not given anything to the people. If he knows there is a conspiracy, why doesn't he reveal the parties involved, or is he part of the conspiracy too? Maybe the agencies should arrest and interrogate him as well.

Dont agree with him at all...as it is, the situation in baluchistan is getting from bad to worse..its just that they dnt want to relinquish the power to the army...his argument seems to be based on paranoia... army is a more professional organisation to deal with the like of LeJ and others, than these blokes high on power and money...
If Mr. Raisani's concerns are true, more of reason to hand over Quetta to army. Would have been better of he had named the individuals abetting the proxy war by inviting foreign forces
