After being almost checkmated, the Pakistan Muslim League Nawaz (PML-N) came out with a well calculated move on Monday. The party decided to introduce two bills in the National Assembly to seek creation of three more provinces: two in Punjab and one in Khyber-Pakhtunkhwa.
The Senator Farhatullah Babar-led parliamentary commission on new provinces proposed one more administrative unit in Punjab and anointed it “Bahawalpur Janoobi Punjab”. The PML-N boycotted the panel’s proceedings, but the ruling PPP and its allies decided to go solo and introduce a bill in Parliament.
The PML-N came out with its ‘bill-for-bill’ strategy at a brainstorming session in Lahore. Attendees included party chief Nawaz Sharif, Chief Minister Shahbaz Sharif and Leader of Opposition in the National Assembly Chaudhry Nisar Ali Khan.
The party will table a bill in the National Assembly calling for two provinces – Bahawalpur and South Punjab – to be carved out of Punjab. It will also introduce another bill seeking creation of a Hazara province in K-P in order to “deflate PPP’s balloon”.
The PML-N claimed that the PPP wants to create another province in Punjab along ethnic and linguistic lines which is detrimental to the country’s solidarity. It also believes that the PPP’s plan would, in fact, benefit its leaders in the Seraiki belt of Punjab.
Step-by-step plan
It was decided in Monday’s meeting that when the PPP tables the bill about proposed “Bahawalpur Janoobi Punjab” province, the PML-N will neither oppose nor support it, but will instead attempt to nullify it by introducing two bills of its own.
Participants of the meeting say that the demand for a Hazara province is aimed at gaining political ground in its earlier stronghold in K-P ahead of the next general election.
Interestingly, the ruling coalition is sharply divided on the issue of a Hazara province. While the Muttahida Qaumi Movement and Pakistan Muslim League-Quaid support the demand, the Awami National Party is strongly opposed to it.
Constitutional amendment is required for the creation of new provinces in the country. And an amendment to the Constitution is not possible unless two-thirds of the house approves it. Presently, no one can claim to have the required two-thirds majority in the house.
Province campaign
The PML-N also decided to constitute special committees at the provincial level to oversee the campaign for separate Bahawalpur and South Punjab provinces. The committees will prepare banners, distribute pamphlets and other promotional material in keeping with the party stance.
Meanwhile, Nawaz Sharif told the meeting that the PML-N would restore Bahawalpur province, and its capital, assembly and governor house will be located in Bahawalpur city. He also expressed his commitment to a South Punjab province.
Chaudhry Nisar said that President Zardari’s decision to constitute the commission is in violation of a Punjab Assembly resolution passed last year. The commission should oversee the restoration of Bahawalpur province and carve out a South Punjab province.
He said that the Punjab Assembly resolution demanded the federal government form a commission but the National Assembly speaker and her deputy formed the commission at Zardari’s behest. Although Zardari, in a reference sent to the NA, called for two new provinces as demanded by the Punjab Assembly, the commission unfortunately proposed only one new administrative unit, which is a violation of the Punjab Assembly resolution, Chaudhry Nisar said.
The PML-N is represented on the parliamentary commission on new provinces by Senator Rafique Rajwana, MNA Saud Majid, Tehmina Daultana and others. But they did not attend any session of the panel till date.

Pakistan Muslim League-Nawaz (PML-N) chief Mian Muhammad Nawaz Sharif has urged the people of Sindh to support him to eradicate poverty, corruption, terrorism, unemployment and other problems from the country. While welcoming Mr Sharif’s statement for finally giving importance to the people of Sindh, I want to ask a few questions. Nawaz Sharif has remained prime minister twice for a total period of about six years. He may enhance our knowledge by telling us the name of only one mega development project, which his party initiated and completed during his two tenures of six years in Sindh? Mr Sharif had imposed on Sindh Water Apportionment Accord 1991. As per record, Sindh accepted it with high reservations during the tenure of ‘mini dictator’ Jam Sadiq Ali who was his chief minister in Sindh at that time. Mr Sharif had imposed on Sindh a person like Jam Sadiq Ali whose atrocities people could not forget. Benazir Bhutto had announced the construction of Keti Bunder — a mega development project in Sindh but Mr Sharif’s successor government abandoned the project and the Sindhi press reported that the funds earmarked for the said project were transferred for the construction Lahore-Islamabad Motorway. In view of the foregoing, why should the people of Sindh trust the PML-N when they already have had a bitter experience of two tenures with the PML-N?

I support division of Punjab in three provinces. If someone want to creat a fourth province[Potohar] in Punjab, Please also include the three district of Hazara [Haripur 70%, Abbottabad 80% and Mansehra 60%] in the fourth province of Punjab.

Ethnic divides will create more problems, Smaller Provinces should be made on District levels and that will solve millions of daily problems for people in their own city without having to go Lahore / Karachi / Quetta / Peshawar
Bahawalpur Janoobi Punjab sounds like a lame idea to start with. I mean what to these people, who supposedly should lead us, are thinking. I think the idea of dividing Punjab into three provinces is a good idea for administrative purpose because lets face it Punjab is really big and whatever funds are allocated to Punjab are not used on the entire province but instead on few major cities. Dividing Punjab to three provinces will help the country as a whole as there will be chance for other cities to grow their economy which will help the economy of Pakistan. Same is the case with Sindh and Balochistan as well as KP. Provinces should not be divided on linguistic or ethnic basis but on administrative basis. Even a country like Bangladesh has 7 provinces and are growing way faster than us at the moment.
@Ejaz Noman: You can't say it's not the demand of the people! Saraikis wanted separate administration for a long time now. Hazaras are not Pakhtuns and ANP brought it upon them selves by calling whole of the province as Pukhtunland, disregarding other ethnicities. No one in Sindh or Balochistan want partition. Besides, many countries did that for one reason or another basically for the good of the whole nation. I would love to see representatives of these new areas managing their own and not blaming the other for getting the shorter end of the stick. Let it go..it's time now. Let us all run our own house the way we want it, why not? It will be very interesting time. Punjab will be the sole beneficiary in the end for many reasons.

Divide Balochistan province too in two managable provinces.
As if all other problems have been solved!! These parties will never address really issues. They can rename a province or form new provinces for their short term political gain. What about economic woes, law and order situation or power outages? These are the problems that need immediate and serious attention.
What is harm with more provinces? I don't understand why this is a big fuss for everyone. Small the areas, More the benefits. More provinces means more jobs, more opportunities and more check and balance. Things ll be well distributed in the small areas and than the big ones. Provincialism should be banished and we should be pakistani than punjabi, sindhi, baloch or pathan!
United we stand divided we fall.We are for unity of Provinces not division which serves the few short sighted people running after their ego's.For the past 25 years regional parties have have not got single union council member elected who were propagating for the division of Punjab but all of a sudden PPP and PML(N) turned up from nowhere and started to divide Punjab which will prove a last nail in their coffin as well for the bureaucrates who are going to benefit 90% out of this divide.Actually these bureaucrats are leechs looking to suck blood of the people of Pakistan.

I belong to South Punjab. People believe that PPP is doing politics of hate and lingual differences. PPP has done nothing in last 5 years. Now they want to get some seats in South Punjab on the basis of issue of new province. Demand of new province is not a public demand. It is only demanded by corrupt politicians.
