@Reas: Saudi Arabia has a Ruet-e-Hilal Committee for moon-sighting and in a recent Ulema conference in Meccah, details of moon-sighting were discussed and agreed upon. Contact Mufti Taqi Usmani of Dar-ul-Uloom, Korangi for details Regards.

@Genius: Every country, rather every city, is responsible for moon-sighing, not just the Ruet-e-Hilal committee. Decision must be based on local moon sighting. Soon people may be able to live on the moon; then they will sight it 24/7. Regards.
