"I proposed, and Dr Jalili agreed, that we talk again after further reflection at the end of the month," Catherine Ashton said in a statement after discussing "how to move the talks with Iran on the nuclear issue forward".
She did not say if these next talks would be face-to-face or more phone contact, but underlined: "I impressed the need for Iran now to address the issues we have raised in order to build confidence."
Working on behalf of Britain, China, France, Germany, Russia and the United States, European Union High Representative Ashton is trying to elevate dialogue with Tehran into a stable exchange after tortuous stop-start diplomacy.
The planned contact will follow face-to-face talks between the pair's respective deputies in Istanbul in Turkey last week.
Ashton said she had "explored diplomatic ways to resolve international concerns about Iran's nuclear programme", which Israel and the West suspect is a cover for efforts to build an atomic bomb, a charge denied by Iran.
The P5+1 group she represents has told Iran to immediately stop enriching uranium to the 20 percent level, to ship out its existing 20 percent stock and to shut down a fortified underground enrichment facility.
Experts say uranium must be enriched to 90 percent purity to make nuclear bombs, but that 20 percent purity is a key stage in paving the way towards that capacity.
Iran insists it has a right to uranium enrichment under the nuclear Non-Proliferation Treaty and wants Western sanctions on its economy to be eased.
The US Congress on Wednesday approved punishing new sanctions targeting Iran's energy and shipbuilding sectors, amid deliberation over a possible first strike against Iran's nuclear facilities by Israel.
Israeli Prime Minister Benjamin Netanyahu has complained that "all the sanctions and diplomacy so far have not set back the Iranian programme by one iota".

Why only USA wants to coerce Iran to shut all its nuclear programs whereas USA has thousands of nuclear weapons and USA doesn't have any solid evidences against Iran that Iran is producing nuclear weapons and increasing its nukes and the reality is this that Iran is using nuclear technology only for peaceful means and power generation but the ground realities are different with USA in this regard because USA has used atomic bomb on Hiroshima Japan in World War 1 or 2. Why USA wants that only in the world USA has mass destructive nuclear and chemical weapons and hydrogen bombs and the other countries don't have???????
Sanctions and embargos have taken a toll on Iran's economy. Despite efforts of putting the blame on the West, the regime feels the resentment of its disgruntled citizens. Food and fuel shortages coupled with inflation, many ordinary Iranians can't get by. Yet the regime doesn't want to lose face on the international stage and sticks to its nuclear program.
Iran is a resilient and brave nation and is not likely to be intimidated and pressured to submission. The world needs to realise and recognize Iran,s legitimate concerns. Does the world really prepared to address symmetric and asymmetric threats of existence to 3rd world countries. Are we prepared to be transparent in our ambitions and objectives in these areas, Do we really have moral higher ground of not being partisan or discriminate, Is it so big a threat to let a Muslim country armed with Nukes and its not a big deal to allow it in a jewish state. When will this hypocrisy end ?. Engage Iran and i am sure that Iran has the wherewithal to deliver peace dividends in the middle east and could really prove to be guarantors of security for Israel.
Israel an ocuppier, having stock piles of nukes, US- first to use atomic weapons, Europe indulged n world wars, versus Iran no history of attacking another country, imposed upon 8 yeas long war, a vibrant nation having rich history.
It is proved that determination and faith of nation can withstand all difficulties and we see how world powers begging Iran for compromising against all that Iran wants in replacement.
why the world is astonishing the Iranian nuclear policy. Israeli Prime Minister Benjamin Netanyahu should think twice before releasing any hard lines for Iran which will not only fuel the confrontation but also creates a bad image in Iran about Israel. And also the west should avoid do this, Catherine work should be appreciated not destroyed buy these types of policies.
