Intelligence agencies have seemingly always operated with impunity. The ISI and other military agencies came into being through executive orders but there was never any attempt by parliament to control their actions by passing legislation that laid out their functions. The budgets for these agencies, as with all military spending, are awarded without laying out any specifics. And any attempts to give the civilians a greater say in their running is quickly rebuffed. This PPP government’s track record in that regard has been particularly poor. Soon after coming into power in 2008, the government tried to bring the ISI under the purview of the interior ministry, but took back the notification barely a day later after the military vociferously and angrily objected.
The process of bringing the ISI under civilian control will be a long and arduous one, with many false starts. The civilian government can start by showing less deference to the military on matters both small and large. The idea that the military should be subservient to elected governments is one that has to be gradually integrated into the military culture. Legislation like Babar’s bill is desperately needed but laws that exist only on paper are not enough. The civilians have to be willing to risk a long confrontation with the military for the all-important principle of civilian supremacy.

This is the first piece of legislation, that may truly reform Pakistan. In fact, Pakistan needs to take control of Army too. It doesn't need legislation, but firm executive actions supported by public.
Alas, Pakistani public has been so fickle that they have never stood by their civilian govt. Corrupt or otherwise - Civilian elected govt. is any day better than Army.
The problem is PPP can do all the right things but nobody would support them. They have been hurt too many times by the generals and SC judges. Only the judges and generals are above the laws and nobody can rein them in. When they could hang a leader like ZAB for their dictatorial powers and get away with that then they can do anything and AAZ is no ZAB. In fact the touts would be thrilled especiallay in nothern Punjab.
If Parliamentarians let this opportunity slip the message that will go out to the World is that "we love dictators, not peoples representatives". This will be a terrible message to send.

They can only do so if media supports authority of government. Currently army and deep state have been very successful in communicating their agenda whether on Kerry Lugar bill, on Raymond Davis issue on MFN with India or any other issue always pushing government on the backfoot. On both Kerry Lugar and Raymond Davis case, the army's fnal decisions were no different but yet this was done only after bringing a lot of street pressure and discrediting the government. If the media constantly supports the deep state narrative that the government is a sellout and only army can protect national interest, this change will never be possible.
