Leghari was previously serving as Officer on Special Duty (OSD) at the Establishment Division. He was given this post by the federal government in compliance with Supreme Court orders.

The previous secretary Ministry of Narcotics Control, Zafar Abbas Lak of Police Service of Pakistan (PSP) BPS (grade) 21, has been appointed as the Inspector General (IG) of National Highway and Motorway Police. The post had been vacant since Wajid Durrani retired on May 25, 2012.

On May 12, the federal government had announced appointing Javed Iqbal as the secretary ministry of narcotics control and Zafar Abbas Lak as the DG FIA, but the shuffle was halted the very next day on the verbal orders of Prime Minister Yousaf Raza Gilani who was in the UK on an official trip.
