Seraiki province: Zardari orders Gilani to initiate consultative process
The president said this during his meeting with the delegation of Pakistan Peoples Party’s (PPP) lawyer forum at the Prime Minister’s House Multan.
Spokesperson to the President Senator Farhatullah Babar, while giving details of the meetings held today, said that the president maintained that this was not politics but was meant to respect and honour the aspiration of the people of South Punjab who have been feeling deprived for the last sixty years and were demanding their just rights.
The president said that the PPP promised to give identity to the people of Khyber-Pakhtunkhwa and that they had fulfilled their promises.
“Similarly we gave rights to our Balochi brothers and the people of Gilgit-Baltistan.” Now, he said, we have promised the people of this belt to cater to their aspirations and we would do our best to honour our commitment.
He said that the people of this area have every right to demand and have their own province and the party leadership respected their wishes and aspirations. He added that this was the right time to give what people have been asking for so long.
“If giving rights to the people is a crime, we will continue to commit such crimes,” Senator Babar quoted the president as saying.
The President warned that if a viable solution for a new south Punjab province is not evolved, then militancy will hijack the vision and life of the people. He was addressing members of People’s Lawyer’s Forum of south Punjab in Prime Minister Camp in Multan. He said that people of the region were already fighting alongside terrorists in the mountains.
“We have already found that students of the madaris of the region are fighting in the mountain along with terrorists. If people of south Punjab will not be given their due right, their reaction will be dreadful,” he warned. The issue was not about politics but, about the existence of a stable Pakistan, he added.
South Punjab province will be announced before the next general elections but it will be done after comprehensive consultation. I have given orders to initiate the consultation about the name of the province and provincial boundary.
He said that they were aiming for an economically viable province started before the next general elections.
Defending the Prime Minister
Visiting his Prime Minister’s hometown, Zardari rallied support for Gilani, “Gilani is a man of crisis, and he knows very well how to face challenges.” Suggesting that there were some who wished differences develop between the President and Prime Minister, he fared them a fair warning, “there were no differences between me and Gilani, nor will there ever be.”
“I appreciate his services for the people of Pakistan and I am proud of him,” he added.
The president assured the gathering that the PPP would not let anything happen to Pakistan’s sovereignty and will sacrifice the party for Pakistan’s integrity.
Earlier, he said that the biggest reason of his visit to Multan was to defend his Prime Minister and his sons against a targeted strategy.
“I had been targeted in the same manner in the past and people had been forced to become witness against me in the narcotics case,” Zardari said.
Terming it a character assassination Prime Minister and of his sons, Zardari said that Gilani was brave and fully aware the bogus campaign against him. Hinting towards certain quarters, Zardari said that the Multan native had been targeted only after they brought up the topic of Seraiki province and backed the President.
He said that the party had complete consensus over the need for a south Punjab province. A name for this province will be decided and announced by Gilani.
Roaring at the Tiger
Lashing out at the Pakistan Muslim League-Nawaz (PML-N), Zardari quipped, “if we want, we can take away the government from PML-N, but we respect the mandate given to them by the people of Pakistan.”
Explaining execution of power, he said that all his ministers were independent and powerful because he wanted them to be empowered since they were representatives of the people of Pakistan.
“But you can also see the Chief Minister of Lahore who does not want to share even a single ministry. Its people who empower to share their power and resolve their problems, it was never you who would empower people,” the President jibed.
Zardari is on his first official visit to Multan, where the Prime Minister House is his temporary residence.
Strict security measures have been taken and Multan has been declared a red alert zone for the duration of president’s visit.
All political leaders of PPP southern Punjab were called to Multan for the final decision on the Seraiki province.
As per sources, PPP has completed the constitutional framework and all paperwork for the creation of a Seraiki province.
Earlier, PPP southern Punjab President Makhdum Shahabuddin had said that the president will be announcing the creation of a Seraiki province after the senate elections, adding that he would be doing so in person.

People of Hazara strongly condemned Pakistan People Party’s Taj Haider’s research paper in which he is favoring the creation of Saraiki province but says NO TO SUBA HAZARA . We would strongly disagree with his statement that people want Suba Hazara on the basis of language and ethnicity. People of Hazara love Pakistan and they are sensible people they want Suba Hazara on the basis of Political, economic, social, geographical &administrative needs and for the educational , economic empowerment of the future generations of Hazara. Any demand for Suba Hazara on the basis of prejudice, hatred, linguistic, race and ethnicity will be a failure and we will not like be part of it. We will request Mr. Taj Haider to visit Hazara before he publishes his research paper it’s very easy to conduct the research sitting in Karachi using the internet. Come to Hazara and talk to common people you will be surprised to know how badly people want a Suba Hazara.

Your comments seem senseless. And shows you never visited seariki area. In seariki area there a number of baloch(mostly DG Kha, Leya, ), pakhtoon (muzafar garh and mianali) and sindh( RYK, BWP and multan) based tribes. They speak more then 1 language.And they all are agree upon common seariki identity.
If they dont have objection on seariki province they anybody else should not have any objection. Seariki area is not language specific. They speak Balochi, Punjabi, Sindhi and seariki even Pushto. And ALHAMDULLAh no ethnic clash has been seen for past 60 years.
In fact Urdu speaking peoples (of seariki area) are among main supporters of new province.
I would personally like not to have name "Seariki Province" as name of province. "Multan " Province would be best name.
PPP now realizing that they have been back to a interior sindh party, so best bet for them is to divide the pakistan on the basic of languages as tribal and bradari division won't give them any more weigh and religious division looks funny with Bilawal with a turbine and beard.
New Province named "South Punjab" with "Multan" as its capital must be made . It must include all areas of southern Punjab which are far away from its capital 'Lahore'. Likewise it can also include some cities of northern Sindh (since their distance from their capital 'Karachi' is big).Please Make this new province for better administrative purpose only . If this goes ok( i am sure it will). This new province will be a model of peace/stability to other provinces that i can guarantee.
How much sad it is that there is no party to talk about Punjabis. PPP talks about Sindhis ,mqm talk about Urdu speakers, anp talks about Pakhtoons. @A.Bajwa: I agree. Geographically and administratively it would be wise as well. But is should be made on pure administrative grounds and culturally they should remain with Punjab. Mianwali, Khushab, Sargodha, Jhang, Chiniot and Bhakkar are adjacent regions geographically and it would be a great decision to make a them a separate province as in Administrative point of view it would be a great decision. Headquarters could be made in Sargodha or Jhang as they are bigger than other cities and all cities are in vicinity of them . Let's suppose PM want his son as new chief minister of new province. Would PM son will remain CM forever ? It has been proven, in past 60 years, that upper punjab leadership both dictator and civilian (I am not saying punjabi people) has failed to treat people of Balochistan, Sindh and seariki area with justice. They all except Bhutto, suppressed these people and Ultimately Punjab Virtual dictation came into exist (in media, army, judiciary etc).
This also lead Balochistan to current situation. PM's son dont deliver we will make his trail within 5 year and will decided our leadership by our own (youth).
Another plus point. Sindh and balochistan do not trust Lahore over KALA BAGH DAM. If mew province made Sindhi and Baloch may agree to form KALA BAGH DAM by trusting MULTAN.
So all this will make pakistan strong. And by the way seariki province is against the feudal of south punjab. If feudal want seariki province it woulld have been established very long ago.
In fact i want new province to be made by PPP and new government in that province by PTI.

If Zardari can make Seraiki provice then there is no harm for making Hazara and other provinces..if they won't then it means there is just creating Seraiki province for something we don't know.Many advance countries have several provinces-- for eg JAPAN etc

Having multiple dialects of any language is common whether it is Sindhi, English or arabic and it is not bad at all. But there is always way to find some unified standardized pattern of Language. Give you example of my province Sindh. We have so many dialects of Sindh language, but we all enjoy diversity of dialects but we all use Hyderabadi dialect as main dialect for studies. Our Sindhi education is mostly based on Hyderabadi dialect because it has long been used in business, literature and poetry. Sindhi literature is now more rich because people of different dialects bring their novelty to literature.

During the last 64 years we were literally ruled by the Punjabi establishment while the seraiki Waseeb was drowned in poverty, ignorance and illiteracy. Out of 35 districts of Punjab, 15 districts of Seraikee Waseeb literacy ratio below 40% while the Punjabi Speaking literacy rate is above 75%. This is due to the constant neglect of the Takhti-Lahore and Yes the PPP should win the hearts and minds of the people of Seraikee Waseeb. This is our long-lasting demand.

I am an Indian citizen and a non-Muslim Punjabi from Rawalpindi. I use languages like Hindi, Urdu, Punjabi, English, and some other languages for my research. In India a good 55 years ago we were in the midst of similar demands for new provinces. We resorted to the expedient of appointing a States Reorganisation Commission to consider and recommend how the entire territory of India should be reorganized and regrouped in different provinces, which we called states. The commission in its wisdom recommended that states should be reorganized on the basis of language. And so it was. India was reorganized on the basis of language, bringing speakers of one language into a single administrative unit. I am afraid the result has not been entirely good. By now, more than half a century after the reorganization, we now feel that it would have been much better to group areas on economic considerations. India has so many languages and cultural groups. So has Pakistan. I would beg of my brethren in Pakistan to give a thought to the idea of making new provinces in Pakistan on the basis of economic factors, not language or culture. @gujranwala789: Well for your info standard Punjabi now exist.. Especially in North America and in Canada extensive work have been done. From fourth to 9th grade now you have programs to learn a Generalized Punjabi language in Canada and even in universities you can learn it. Our government cannot do anything but Canadian government take the lead and give funding for these projects . In Canadian Universities now Standard Punjabi is offered as a course.

Punjab is too big for the good of the country. Saraiki province is not only good for better governance but is also a very smart political move by Zardari and Gilani.

That is what I said that it is a biased thinking in some people in Multan and is arising from Ignorance and hatred which in my view should not have any place in the world where now we have media and awareness to decide what is right and what is wrong. Division on linguistic lines is not a solution. Division on Administrative lines is the way forward. There is nothing wrong in promoting local language and cultures but one majority should not try to emphasize that some land belong to one Language Speaker. Just think about Karachi. If this province will be made on the basis of language then tell me what will happen in Karachi when Urdu Speaker will demand a Separate province and then in my view there will be a civil war. The world is emphasizing that how to integrate various nationalities and how to found a common grounds and in pakistan we are going the other way around and trying to find out each and every problem that could divide us.
Also one thing more regarding Mianwali then rememeber Niazis are not owners of Mianwali. Other than the City neighbouring region like Kalabagh of Mianwali belong to Awans. Just search Kalabagh of Mianwali history. Nawab of Kalabagh was the leader of Awans. If that is the case then Awans of Kalabagh want their Princely state of Kalabagh back who was run by Our Nawab Amir Muhammad Khan Awan. Our leader Amir Muhammad Awan decided to join the princely state of Kalabagh with Pakistan and we decided to live with Punjab in 1947 and still decision of Nawab of Kala Bagh is valid for us.

I dont care about "punjabi" language as no such standard language exists, we have a city hafizabad just 50 KM west of gujranwala which was once part of gujranwala district and the language there sounds more like shahpuri dialect of sargohda, this language which is called punjabi has so many variations in pakistan that it is impossible to make a standard punjabi language out of all the dialects that will satisfy the speakers of different dialects in punjab, what you call punjabi is actually a pure lahori dialect and you want to impose it on others who love their local dialects so I fully support PMLN government´s policy to use urdu and english as the medium of education to avoid any linguistic confusion in the territory of punjab.
For administrative purposes, district governments are the best option. When all administrative, financial and political powers are supposed to be devolved to district level as per Article 140A, what is this itch to destroy our hydraulic, geographic and historic unity of Punjab during the modern era?
There are 29 dialects of Punjabi, wouldn't there be demand for separate provinces for the elite clubs of all dialects? Why do we want to open Pandora Box of new issues? These issues are like new water apportionment accord, new NFC agreement, replacement works like when the Indus basin was divided in 1947(do we have financial capacity even to contemplate this kind of project?), high-priced new army of chief ministers, ministers, baboos, new assemblies, new high courts and housing for the sons and daughters of feudal/ tribal elite clubs. As a reaction, all provinces will end up in this vicious cycle (remember, actions and reactions are equal and opposite).
Obviously, these are diversionary tactics applied by our failed leadership not to addressed real issues and crises like jobs, energy, gas,water,education, development, etc. Myself being from southern Punjab, why shouldn't we insist to have benefits of industrialized central Punjab be shared? We all are Punjabis as we live within the boundaries defined by the command areas of Punjab's rivers. Khawja Ghulam Farid. Munir Niazi, Ahmad Nadeem Qasmi, Mian Mohammad Bakhsh, Waris Shah, Bulley Shah and so may others are our (even for those Punjabis who live on the other side of our border) great Punjabi Poets. Those who want to divide us are bent upon to introduce Karachi model at mega level; those who want to push Punjab into violent mode are part of problem and not part of solution.
Solution for our problems is simple that the powers to be devolved to lowest level like district, tehsil, union council and village level to let common people shape their own lives as per their wishes. dialects, traditions under slight varied conditions of Punjab. Let the common person to think about common issues and their own solutions instead protecting interests of the sons and daughters of regional elites. Let us not be-fooled by those who want us to divide and rule, rather think about what is good for the common people of Punjab.
The way people claiming for their own provinces for example Seraiki, Hazara ,Mohajir etc. and this situation further goes on then I'm afraid in future Pakistan will become another Yugoslavia.

Without asking the people what they want how they can say they are going to create some province on the basis of one Ethnic Seraiki line. In my city Sahiwal Baloch tribes have told us that now we are going to be a part of their greater Seraikistan. Are we are Slave of somebody that our fate will be decided by Gailani or Zardari? How come Sahiwal whose name was given on the basis of Sahi which are Kharal Jat and Rajput Punjabis is now going to be a Part of Seraikistan?. Jats and Rajputs have their own History of being in Punjab for a long time. PPP just want to divide the people on the basis of language to get more votes, create hatred and nothing else. My friends in Bahwalpur and Bahawalnagar also concede with me and never want to be with Seraikistan. Bahawalpur wants division on administrative grounds and majority of Bahawalnagar is with Punjab.

Keep the facts right.These are Punjabis who have looted the Saraikis and Balochs not the way around as you are claiming that Baloch always oppose Punjabis.Have you never visited Saraikistan and witnessed the difference between Punjab and Saraikistan??Between this Sargodha and Khushab are part of Punjab,you are right.We d'not have claim over these districts.But Bhakkar and Mianwali are Saraikis and must be part of proposed province.

It seems that to the govt the only issue that must be resolved more urgently than loadshedding,corruption and lawlessness is the creation of new provinces.This shows that our govt doesnt give a damn about the problems of the common Pakistanis
Zardari cannot wake up one fine day and do this. There is a conditional process that requires the provincial assembly to first pass a 2/3rd resolition.
Zardari is a devisive figure. So is Gilani. They are trying to play ethnic card to hide poor performance , not to mention the contempt case against Gilani in the Supreme Court,
President Sahib partitioning Punjab is a good idea, but it should be purely on an administrive basis and not on the basis of ethno linguistic lines, also i think you should partition thenprovince of Balochistan, it is administratively very large to manage, and also creating 2 provinces can address the political ambitions of some of those unsatisfied and politically active in the province, at the same time it can break the power of the seperatist traitors. Balochistan should be partitioned into 3 provinces, upper Balochistan, Central and a third province covering Makran region from Lasbela to Gwadar/Pasni. Long live Pakistan, Pakistan Zindabad
There must be a roadmap of how many provinces there should be, what cities will be their part and what system will run them.
A thorough debate is required before jumping to something and creating a mess.

More provinces will improve the poor administrative issues and also improve access of masses to their leadership. Additional provinces in KPK and Sindh will solve the law and order situation in these two volatile provinces permanently.We should not take it in the perspective of language, rather we should consider them purely administrative issues to enhance good governance. Ok let him do this, and when PMLN will come into power they should immediatley divide Sindh between many sub-provinces, it will be tit for tat. Those who live by sword have to die also by sword.
@Pakistani: Brother a small correction It is Awan not Anwar and Awans or Maliks are famous clan of Sargodha, Khushab and Chakwal region. Brother the point is that i belong from that region and i know it very well what is going on there. If it would be administrative then its name could be named South Punjab or anything else to represent all language speakers and ethnicities but it is going to be named specifically on the basis of one language speakers Seraiki. Just like in KPK after naming it on the basis of one language speaker Hazaras agitation evolved then in the similar manner when we will be aliens in our own land or will be indebted to someone else then civil agitation could erupt here. Seraikis of Multan which are mostly Baloch Tribes differentiate with Punjabis on every matter. They always find way and means to differentiate with Punjabis weather on linguistic lines or on cultural lines or any other matter.. We always consider Lahore as our Capital and again i would reiterate that Sargodha and Khushab my cities will remain with Punjab. If division have to be made then only on Administrative basis and on Neutral name basis otherwise we reject it at all costs.

@ hasan anwar dude its an administrative province cultural affiliations are not (and should) not be a concern at least not a major one.
I hope Mianwali will remain with Punjab. We have integrated well in Punjab and in majority are culturally Punjabis. I hope people of Mianwali will remain in Punjab. Munir Niazi was among of us and land of punjab have given us so much and in the end we want to betray this land of love and tolerance.

I have heard that Sargodha and Khushab are going to be a part of Seraiki Province. We dont want to be a part of Seraikistan. Please we are Punjabis and we have dialect difference but we always consider our self as Punjabis and never differentiate with rest of Punjab, Please keep Sargodha and Khushab out of this mess. Sargodha and Khushab are my cities and we always want to be with Punjab and we are Proud to be Punjabis. Punjabi have many Dielects but have one Culture and We are with Punjab Culturally rather than with anyone else. Mr Zardari keep my districts out of this mess. Long live Seraiki People but please dont include my City in this mess as we are Punjabis.
