That's true. Pakistan should not ask for $220 million license fee, rather do the Chile model. Very low license fee but very stringent roll out obligation for 3G by the operators. The investment level will be pretty much the same, except, money going to Finance Ministry, it will actually be spent throughout Pakistan for the roll out.
Wow, and here the authorities still cant decide on how much they can rip off the telecom companies for their benefit, delaying the process as a whole. This is another one of our problems that we get caught up in minor details forgetting the bigger picture either intentionally or by default. Disgusting !
