But only if Pakistan takes “credible action against terrorist groups and the related infrastructure on its soil,” stated Indian President Pratibha Patil while addressing the joint sitting of parliament.
Patil said that the Indian government had been “pursuing a policy of promoting peace and cooperation in India’s immediate neighbourhood” in efforts to enable the country in maintaining national security and to accomplish its socio-economic goals.
She further asserted that the Kashmir issue has shown “considerable” improvement during the last year and maintained that her government had proven how acts of violence can be contained with a humane approach.
“My government has always been willing to enter into dialogue with any group willing to abjure the path of violence. It is encouraging that a number of organisations have come forward seeking resolution of their grievances in a peaceful manner,” she said.
The president also talked of improving ties with China, Bangladesh and Sri Lanka.

It's just a wishful thinking that the two countries would reconcile in the foreseeable future. The wounds haven't healed yet. Perhaps in a few decades, when Kashmir is no longer a bone of contention and Pakistan no longer sees an Indian threat in Afghanistan.
@dv sikka: I have no doubts about the Kashmiri people's skills. A society would have not existed and prospered without such division of labor. Switzerland does not exit in vacuum. Similarly, Kashmir as a state is economically and geographically dependent upon trade with India, as PAK is. PAK tried her level best to isolate herself from India, but to no avail.
Kashmir has no self sufficient resources such as Money, electricity, diesel, gas, commerce, salt, medicine, educational institutions, industry, export or import institutions, sea ports, agricultural produce and border defense force to support herself as a nation for the demands of today or for the needs of fifty years from now when her population grows.
The special privilege accorded to J&K is its own unmaking as this prevents the movement of vast private capital from the rest of India into J&K for her prosperity.
Contiguous lands with integrated culture cannot form a separate nation, and that is history of the world.
The common people of J&K has to answer two important questions: Why they are different from other Indian states that are in the India federation and why they cannot form a successful state government like other states in the federation?

Religious identity based politics of Kashmir has no place in the federal republic, and the Pakistan only claim on Kashmir is based on religious demography and as such has no validation in any constitutional principle. It is the same as Hindu religious party politics of Bihar or UP.
Kashmir as an independent state has no means of survival on her own Economically, politically, or geographically. The issues of Kashmir is the same as the issues of Pakistan: islamic religious parties trying to out maneuver the inclusive parties of Kashmir and by once supporting them, now PAK has to oblige them in her domestic politics.
If Kashmiri Muslims are discriminated in terms of employment, political office, and movement in their own state, then they have a legitimate grievances. However, such is not the case, and if any the non Muslim populace of Kashmir have legitimate claim against the segment of Kashmiri Muslims. By supporting the latter PAK looses credibility as well.
Even a pinch of salt to Kashmir has to go from the south and the glaciers that feed the PAK and northern Indian subcontinent is up north of Kashmir.
It is foolish to expect that India will let PAK have it all.

Yes. There are different categories of terrorists and only that Pakistan has not understood. You can keep talking to the terrorists so long you are able to contain their activities within your land and do not allow them to conduct terror activities in other countries. You should not only be seen capable of doing it but also be seen actually doing it. Same would apply to terrorists from Kashmir. If they expand their activities to other countries, say China, it would be the duty of the Indian Government to crush them.
