KARACHI: General (retd) Hamid Gul, a former Inter-Services Intelligence (ISI) chief, has been named in the reports released by WikiLeaks as a vital cog in the planning of attacks by the Afghan Taliban and al Qaeda against Nato forces in Afghanistan. Gul is notorious for his pro-Taliban and anti-American views but the reports accuse him of playing a far more insidious role.

The role of Hamid Gul

‘Make the snow warm in Kabul’

The information contained in the WikiLeaks reports is, if true, damning. An entry from December 30, 2006 describes an alleged meeting between Gul and three senior, unnamed Taliban members that took place in Nowshera on December 17. In it, Gul is quoted as saying he had dispatched three men to use Improvised Explosive Devices (IEDs) to attack International Security Assistant Force (Isaf) in Kabul during Eid celebrations. Gul is also alleged to have provided the IEDs, which are described as being Chinese-made.

The report says: “Gul instructed two of the individuals to plant IEDs along the roads frequently utilised by Government of Afghanistan (GOA) and Isaf vehicles. The third individual is to carry out a suicide attack utilising a suicide vest against GOA or Isaf entities. Reportedly Gul’s final comment to the three individuals was ‘make the snow warm in Kabul’, basically telling them to set Kabul aflame.”

Eid-ul-Azha fell on December 31 that year. According to reports released by WikiLeaks, there were a number of attempted IED attacks before and after Eid. On December 30, “TF (task force) Iron Grays reported 8x IEDs were linked together approximately four kilometres northeast of FOB (Forward Operating Base) Methar Lam […] TF Iron Grays reported a total of 8x Ammonium Nitrate IEDs had been removed (buried approximately 1 foot in the ground on the side of the road, with approximately 30 lbs of ammonium nitrate per plastic container) wired together as a command detonated IED”.

A report filed on December 31 cites that a patrol struck an IED and one vehicle was damaged, but no casualties were recorded.

Nowshera, while a hideout for the Swat leadership of the Taliban, has never been known as a hub of the Afghan Taliban. The only Afghan Taliban leader confirmed to have set up base in Nowshera was Mullah Kabir who was the governor of Nangahar province when the Taliban ruled Afghanistan and was arrested in the city this February. However the Chinese, at least officially, do not export landmines.

Prison break?

Hamid Gul is also implicated in a kidnapping plot. A report filed on January 14, 2008 says that the former ISI chief worked with Qari Naqibullah to kidnap United Nations (UN) officials in Jalalabad and use the hostages to trade for the release of three Pakistan army soldiers, posing as doctors, and six other detainees being held in the Pul-e-Charkhi prison in Afghanistan.

While Qari Naqibullah is believed to have had possession of IEDs, there is no record of this plan being carried out. Guantanamo Bay detainee Said Amir Jan, who lived next to Naqibullah, confessed in his hearing to have a stock of IEDs and that we was planning attacks in Jalalabad.

According to intelligence provided by the National Directorate of Security (NDS) on January 29, 2008: “Taliban Mullah Habibullah plans to attack the Pul-e-Charkhi jail to free three Anti-Coalition Forces (ACF) Pakistani prisoners.”

The only known kidnapping of UN officials in Afghanistan was in 2004, when three UN staff were kidnapped and then released. Additionally, there is a curious factual error in the report where it describes Gul as a “retired Pakistani ISI general currently serving with the Lashkar-e-Taiba faction of the PAKMIL (Pakistan military)”. Gul, whatever rhetorical support he may have given them, never actually served with the Lashkar-e-Taiba. And the Lashkar-e-Taiba, whatever support it may have received from the military, is certainly not a faction of the military.

Revenge

A report from January 2009 refers to a meeting in Wana between Gul, Taliban commanders and a group of Arabs in which it was decided to avenge the killing of a person, presumably an Afghan Taliban or al Qaeda member, by the name of Zamarai, by carrying out IED attacks in Sarobi district.

While the name ‘Zamarai’ is unknown, it is possible that they were referring to Usama al Kini, the head of al Qaeda operations in Pakistan, who was killed in an air strike on an unconfirmed date in January earlier this year. Al Kini is the only Afghan Taliban or al Qaeda member who was killed in the two months leading up to that alleged meeting.

However, the vivid details of the reports and plots paint a curious picture. In the January meeting, Gul allegedly “encouraged the AAF (anti Afghan forces) leaders to focus their operation inside of Afghanistan in exchange for the government of Pakistan’s security forces turning a blind eye to the presence of AAF commanders and fighters in Pakistan. Additionally, the AAF leaders approved a plan to send 50 Arab and 50 Waziri fighters to Ghazni province, Afghanistan in early February 2009. According to Hamid Gul, the aerial threats in the area were controlled from the airport in Wana.”

Deny, deny, deny

Gul has been vehement in his refutation of the information contained in the WikiLeaks reports. He told the Christian Science Monitor, “This is utter nonsense … malicious, fictitious, and preposterous – and if this is the condition of US intelligence, then I am afraid it is no wonder they are losing in Afghanistan, and they will lose everywhere they try to poke their nose.” The ISI also denied that Gul had been freelancing for them. ISI spokesman Zafar Iqbal was quoted by The Wall Street Journal as saying, “He hasn’t worked for the ISI in any capacity since he left the organisation.”

Journalist Mohammed Hanif, when asked whether Gul was still actively involved or had become a mere talking head, says, “Many may not remember but he is the same dude who 20 years ago set out to conquer Jalalabad after the Soviets withdrew. On his way to Jalalabad he started taking these little media breaks to talk to journalists, to make TV appearances etc. That’s why he still hasn’t made it to Jalalabad but he has never quite called off his campaign. Some might say that his progress has been a bit slow but do you even know how many talk shows there are on Pakistani news channels?”

According to Hanif, “The last I heard was that he was in the transport business in Rawalpindi and doing quite well. I have also heard him on a TV show describing himself as a visionary. So I think he is probably a visionary transporter with a sideline in TV talk. How can even the ISI object to that?”

Suspicious

But even before the reports had been released, Hamid Gul was accused of aiding and abetting terrorism, although never with any proof.

In October 2006 then-President Pervez Musharraf said ex-ISI members may be helping the Taliban. He specifically mentioned those who were at the forefront of the agency from 1979-89, the period when the ISI was aiding the mujahideen to fight Soviet forces in Afghanistan. These remarks were considered to include Gul and, indeed, Gul himself felt the need to respond to Musharraf’s statement and deny that he was helping the Taliban.

In 2007, Benazir Bhutto wrote a letter to Musharraf and identified three people she considered a threat to her security, which included Hamid Gul.

After the Mumbai attacks of 2008, the US government appealed to the United Nations to place him on a list of international terrorists but the move was vetoed by China.

Yet the charges continue to surface, probably because of Gul’s repeated rhetorical support for the Taliban and Osama bin Laden. In an interview with Al-Jazeera he said of the Taliban, “I support their cause of Afghan resistance. I lend them my moral support because I have in the past had strong connections with them.” He was equally effusive of al Qaeda when he spoke to United Press International soon after 9/11: “I know Bin Laden and his associates. I’ve been with them here, in Europe and the Middle East. They are graduates of the best universities and are highly intelligent with impressive degrees and speak impeccable English.”

    I wont forget the hours i spent waiting at bus stops for his company’s bus to arrive, he forced out all other public wagons and transport companies, pushing thousands of drivers and conductors into unemployment.

    His other achivements include consolidating jihadi networks after soviet withdrawal, promoting sectarian terrorist organizations, triggering afghan civil war, rigging elections and Jalalabad fiasco.

    The biggest supportors of the army cant help laughing when he appears on TV as an “analyst”. Recommend

    I am not surprised of Hameed Gul’s in in this whole mess. People like these have made our lives difficult. We as pakistani’s are now looked at by the whole world as terror exporters due to policies of people like Zia & Gul.

    They are not interested in welfare of the Pakistani people or muslims or Islam, they just have nefarious intentions.

    Mr. Gul has been given big favors from various organizations, PIA awarded transportation contract to Gul’s daughter (an example). How many people do u all know get lucrative contracts such as Mr. Gul’s daughter?

    People like Mr. Gul only have one agenda, its their own that they want to impose on us.Recommend

    Over the last decade or so (since i started reading NYT WP and other paper reports on PAK) it has been my observation that 80% of what they write is highly credible and one can easily trust their sources. While they have their share of blunders the WESTERN sources are much much credible then the words of our own GOV/ISPR etc.

    Wikileaks’s information might not be 100% true but it is not altogether false either. Instead of blaming the website of damaging reporting and all that ISPR and PAK gov should seriously start thinking about changing PAK’s “strategic objectives” in AFGHANISTAN.

    Banned outfits like LET,JAMAT UD DAWA,LJ, JM etc. are operating in PAK pretty much with full freedom and only when the WORLD community starts making some noise, we hear few dozen raids here and there, just to assure the world that WE ARE DOING OUR WOEK. But this cat-and-mouse and eyewash cant stay longer.

    I live in KARACHI and i can easily see banned outfits distributing (a scanned one with me in my drawer) pamphlets and other printed material as well as flag and banners being posted in our metropolitan.

    If this is the case of a city like KARACHI, imagine what it would be in interior Pubjab and the FATA,WAZIRISTAN etc. area.

    So its time for PAK to start acting like a responsible state instead of the ostrich-play and not act to be in STATE OF DENIAL or what we call in urdu “dheet pan”.Recommend

    I don’t know how these retired people interfere in the daily activities of various organizations. What are there secret agendas and what followed them for achieving their target?

    I think that every retired person should be given imprisonment if they broken out stories of their time with suspect analysis. These senior people should not behave like a king maker and do not try to jeopardize the integrity of our nation.

    The problem lies within their own personalities that these people in their prime time were not that intelligent as they performed without holding the badge of Pakistan.Recommend

If he is still continuing with his own agenda which are determental to pakistan’s security, then why are pakistani system allowing it.Come on guys let us face it hamid gul is a symptom what is the actual problem why the need to use terror aganist think. Why does PakMIL which is all powerfull does not fight terrorisms directly but say India is invovled.since they are indian supported they need to be killed why cant you kill them becoz they are hurting pakistan.

    Look man. It can possibly be a camera trick just to orchestrate a blame game on the retd spy master in order to implicate him in line with the wikileaks. That is their major objective. It would be very silly of a retd ISI general to get himself snapped up like this. Can you think of retd general Musharraf sitting with such elements. Out of this world. Same is the case with Hamid Gul. The West endeavours to discredit all his good contributions to the Afghan war because they cannot take on their defeat in Iraq and Afghanistan easily. Mind you they say they are the world’s best standing armies. Yet they have failed in Viet Nam, in Iraq and now they are looking for a scapegoat to pull out of Afghanistan. Since they cannot accept one way or the other their miserable failure, they try to put blame game on its weakest ally (Pakistan)in regard to her socio-economic status. That’s it. Don’t be emotional, instead be raisonable and search of other regional forces’ vested interests. all the high ups in the national command is aware of the repercussion of such actions. They cannot do such stupid things. Its a pro India pro Raw, pro Mosad propaganda aimed at sluthing Pakisatn’s moral support to Kashmiri and Palestinian peoples and embittering Pakisatn’s futur relationship with Afghanistan.     In my opinion, what Gen Gul says should also be considered or probed for instance:

    OBL was never charged in US. Why?
    Are US special forces operating above law in Pakistan – jeopardizing sovereignity of Pakistan?
    Are Indian and US secret services are working against Pakistan being controlled by Mosaad?

    If these questions are not answered adequately then what ever is eaid against Gen Gul on mere reports, blames, accusations with out proper proofs should not be considered.

Didn’t you listen his interview to CNN, where he straight forwardly aid that US is losing the war in Afghanistan and they are now looking for scapegoats. Why can’t we support someone in our interest, do they want us to sacrifice our interest. He is a great man and a formidable man for India when he was DG ISI. Indians used to fear him. Time and again he is called on by some Planted Anchors in the Electronic Media simply to confuse the nation. He is the same person who distributed money to most of the Political and Religious Outfits to do the bidding of His Masters during his services in the Army. He is one of the top Rogue Person among the others who want the agenda of their own. We can not move forward unless and until the people of his Brands are not taken care of.     Mr. Gul has backbone unlike any other leaders in Pakistan right now. The propaganda is paid by US funds to promote its soft power.

    We all know US want to encircle China and putting this drama in Afghanistan and Pakistan by using CIA front Al Qaeda in Afghanistan and Tehreek-e-Taliban in Pakistan.

    Tehreek-e-Taliban is CIA backed since they are not on US terrorist watch list of US despite all the terrorist incidents in the last 3-4 years in our country. Recommend

    Half of the Commentators have responded in favor of Gul. I believe they are sincere to their country, while the other half have suffered the persistent propaganda against us. One of them rightly observed that we never or seldom hear about the activities of the intelligence organizations of other countries, but only against ours. And against our Army, which is the backbone of our country. The reason should be obvious, to all, more so to our citizens. It is our Army which has made the greatest sacrifice to save our country. Who were those who laid themselves with explosives under the Indian tanks when they attacked us? Who were those, who, in spite of the-then rulers’ decision to achieve their evil purpose, sent them to kill their own people in the-then East Pakistan, and to do the mission impossible. But is spite of their readiness to fight it out, come what may, were stopped to fight the aggressors of our land? Who were they who asked them to surrender when they could have fought,till the end. And then made to be humiliated as prisoners of our archenemy? And on return defamed intentionally with the views of their surrender on our TV channels. Why hasnen’t the Hamoodur Rahman Commission’s report of this episode never released to puplic even after 63 years? Ladies and gentlemen, think about it for yourself.Recommend

    DEAR WRITERS…you might be right about Hamid Gul but you are providing wrong references.The interesting fact about these leaked documents is that it contains raw information and ground reports, which are neither confirmed nor even investigated by US Intelligence agencies.
    The source of these reports is Afghan Intelligence which is at loggerheads with Pakistani ISI and so, even though some elements in our intelligence might be helping Taliban, it still does not answer the question that why US is backing out from this issue.
    I would request you guys to atleast analyze the reports and trace their sources and the motives before you embark on a journey to malign some one.If you are not sure then atleast use the word ALLEGEDLY with every allegation you are presenting.
    And by the way Mohtarma Benazir Bhutto also included General Musharraf in the list of people who were allegedly planning to assassinate her.
    Last but not the least, i have no sympathies with Hamid Gul but i believe that speculations about spies are not acceptable because what we know about their services is always the tip of an iceberg.If some one has an evidence about their betrayal to their land, then he should come forward with it.Intelligence is not gathered while sitting on cozy warm sofas or comfortable chairs and writing articles.Spies get killed or captured and sometimes they are not even owned by the country they,they sacrifice so much for.Recommend

    Hamid Gul is a patriot and as retired ISI head, he has a lot of conection with the persons in the field. Due to this, it does not better to blame him for concectivity with Talban. Please to be listened whatever he says, It should be concerned as serious matter for our land.Recommend

    In my opinion, what Gen Gul says should also be considered or probed for instance:

    OBL was never charged in US. Why?
    Are US special forces operating above law in Pakistan – jeopardizing sovereignity of Pakistan?
    Are Indian and US secret services are working against Pakistan being controlled by Mosaad?

    If these questions are not answered adequately then what ever is eaid against Gen Gul on mere reports, blames, accusations with out proper proofs should not be considered.

    Hamid Gul is also implicated in a kidnapping plot. A report filed on January 14, 2008 says that the former ISI chief worked with Qari Naqibullah to kidnap United Nations (UN) officials in Jalalabad and use the hostages to trade for the release of three Pakistan army soldiers, posing as doctors, and six other detainees being held in the Pul-e-Charkhi prison in Afghanistan.Recommend
