Resource crunch: Plea for federal supervision of projects

Balochistan unable to finance plans of ministries devolved under 18th Amendment.

The Balochistan government has asked the federal government to take charge of its projects till the next National Financial Commission (NFC) Award since the province is unable to finance the projects of ministries that were devolved under the 18th Amendment.


The province is already facing a host of problems in running the administrative affairs of federal projects in the province because concerned departments don’t have the complete authority to run these projects smoothly.

“There are a score of problems that need to be addressed which will help in the smooth devolution of ministries and transfer of powers,” a senior official of the Balochistan government said. “The Balochistan government had already informed the federal government that it should finance all its projects in the province till the next NFC Award since the full devolution of ministries takes more time,” he added.

“Administrative powers were not completely transferred to provincial departments,” sources said, adding that most of the projects were in Balochistan’s health and education departments.

Proposals for recruiting federal government employees into provincial departments have been sought from concerned provincial departments, officials in the services and general administration department (S&GAD) said.

This is not a big issue because it hasn’t been long since ministries were devolved to the provinces, S& GAD Secretary Bilal Jamali said. “The province does face problems in terms of certain issues because it would take more time to complete the transfer of powers to the provinces,” he added.

A J KHAN | 12 years ago | Reply As a resident of the province, I can vouch that Balochistan is eaten from inside by its own Bureaucracy. The home grown termites are responsible for this present day situation. Federal Government should make an inspection team under a Supreme Court judge to evaluate the expenditure already made in the name of development and then later issue funds. Whether it’s the head of the government or head of the administration, both do not deserve to be in the place where they are sitting today. Democratic dispensation has lost its credibility due to its free for all corruption. May God bring a positive change in Pakistan and Balochistan?

Whether it is Federal Government Project or of the Provincial Government , the issue is rampant corruption prevailing all over and non-existence of accountability process. People who really matters, should carry out soul searching and analyse whether is it resource scarcity or something else which is eating away the national economy. In this scenario, there is a much greater responsibility over media to keep on highlighting corrupt practices,adopted in any department, without any exception in national interest. Civil society, even the youth, should not close their eyes as their future is being compromised, one way or the other. They must take positive measures to improve the overall situation and steer the country out of quagmire. Intelligentsia,researchers to carryout researches in Pakistani context, as we have peculiar problems to tackle with, rather every country has its own environment, quite different from the other. Various universities/colleges to revisit their goals and priorities and realign their academic contributions and capabilities in accordance with Pakistani requirements, for the overall peace, progression and prosperity of the country. A wholesome effort is the need of hour, instead of criticism for the sake of criticism.
