Indefinite delay in the completion of the Islamabad Valley housing project of the Defence Housing Authority (DHA) is worrying thousands of investors in the scheme.
“It was a shock for us when the DHA Valley management issued a letter asking the allottees to defer payment of last instalment (due on August 29) till further notice, because of a delay in progress,” Shahzad Khalil, who has a plot in the scheme, told The Express Tribune. Khalil, like many others, has paid 11 instalments along with the down payment for the plot.
In August 2008, DHA Islamabad announced a scheme for balloting of plots measuring five and eight marlas. “It was a unique and pointless exercise, as all applicants were declared successful,” said another person who has invested in the project.
“We have now learnt from sources that this is not purely a DHA project, but in fact a partnership with [Bahria Town’s CEO] Malik Riaz,” he added.
A senior DHA official confirmed the delay and told The Express Tribune on condition of anonymity that the number of people who bought plots in the project exceeds 50,000.
The official said that the delay was unjustified. He added that at the initial stages, the applicants were not informed that the project was a joint venture between DHA and real estate tycoon Malik Riaz.
An investor said, “This is like cheating. Why has DHA Islamabad done this and what will be the fate of those who have already paid?”
DHA Marketing Director Colonel Iqtidar refused to comment, saying that it was “the domain of the ISPR (Inter Services Public Relations) to deal with the media over all DHA-related matters.”
ISPR Director General Maj. Gen. Athar Abbas was unavailable for a comment despite repeated attempts.
The real estate tycoon could not be reached despite repeated attempts. However, an official of the Bahria Town Housing Society attended the call and promised to give Malik Riaz’s version but he did not respond till filing of this report late on Tuesday night.

We should have to wait for next three to four years for development of DHA valley,
All please told me the completion period of all projects launched in Islamabad area. G13 lunched by CDA in 90's and yets possesion of plots not be given. G14 launched in 2002 and still land has not been purchased by CDA. These all sectors lunched by CDA and have gov backed for dev and also having plots not more then 3000. A projects having more then 70,000 thousand plots, how it could be completed in short span of 2 years. A person who apply for plot here live in fool island if he expect from authority to hand over the plot when his eyes are open after completion dues. This is my percion not the word of mouth.
I want to indicate further to the reporter Mr. Azam Khan that DHA has added one more installment for overseas buyers without any prior intimation.
Please also highlight this in your further coverage
Mr Memon i am not agreed with your point of view, we must raise the issue with the help of electronic and print media. we can also file a writ petition in court of law if any wrong thing happen to us. if we will be united then we will be able to protect ourselves. We must also not be too much afraid of the situtation. I have bought a 5 marla home in DHA, i have personally visited the site, all home are in their final stage of completion. similiar is the case of 8 marlas home also. so all of you are requested not to get too much panic but write about his issue regularly in the print medial. We must also contact some leading TV anchor to rasie the issue in their programmes.

Pakistan is on peak of its corruption. What else you expect there? Floods, Earthquakes, Torrential Rains could not wake up people at large that these signs are clear warning that Wrath of Almighty is coming.
What our few complaints can do to wake them up? Be realistic and consider our investment is drowned.
Welcome to reality.
Hello to all my overseas pakistani brothers that first thing please register yourself with OPF (Overseas Pakistanis Foundation), after we will file a complaint through OPF if needed, this will be much better platform for us to fight with DHA authorities, please putup your comments on my suggestion. Best regards, Zafar Raja.
thanks for tribune who is exposing this dirty game.Dha sold Dha commercial avenue by telling its location along express way ,that it will be busuness district ,now they are relocating in dha valley residencial area .all dha commercial avenue buyers are overseas pakiatanies who trust on tv stupid adds .i bought 4 plots in commercial avenue ,they did balloting in june but still i did not get any letter .malik riaz is behind all this dirty game .I invite all oversea pakistanies to come forward for the legal action .
Its shocking to see this news. i cant belive that corporations like DHA and BAHRIA TOWN are also involved in such a dirty game. They have a remarkable reputation in the market of real estate which will be ruined after doing such things. DHA must come forward and clear this mess as soon as possible for the sack of its repuation
Thank you for highlighting this issue, as DHA Islamabad is not offering any kind of response as to when the project will be completed and what is its status. I was regularly paying installments for this project, hoping that since the military is involved, there will be no fraud.
