Land of weapons (II)

WASHINGTON DC: The problem Sehar Tariq describes in her article “Land of weapons” is prevalent in all of Africa, Latin America, Eastern Europe, Russia and Central Asia. The main cause of this is the almost nonexistent local tax collecting bodies with the authority to police their areas. So asking a government to do more when nobody pays taxes is just a cry to do nothing. Local taxation and local policing is the answer. Pakistan has one of the lowest rates of taxation in the world. If things continue this way, where is the money for collective action going to come from?
