Hyderabad's new budget: more for paychecks, less for progress

Mayor to present proposed budget of Rs5.53 billion on Monday

Hyderabad Mayor Kashif Ali Shoro is set to present a proposed Rs5.53 billion budget for 2025–26 fiscal during the Hyderabad Municipal Corporation session scheduled for October 13 (Monday).

According to budget documents, around Rs3.187 billion, including Rs390 million in arrears, has been allocated for salaries and pensions.

The proposed development expenditure stands at Rs1.491 billion. Interestingly, while the allocation for salaries has been increased by Rs360 million compared with the previous fiscal year, the development budget has been reduced by around Rs366 million.

The HMC also plans to allocate Rs381 million for contingencies, Rs358.35 million for payment of utility bills, Rs50 million for disaster management, and Rs20 million for unforeseen expenses.

The upcoming HMC session, dominated by local government representatives from the Pakistan Peoples Party (PPP), will also approve a revised budget of Rs5.657 billion for fiscal year 2024–25.

The corporation expects to collect Rs5.532 billion in revenues through various taxes and provincial grants. The Octroi Zilla Tax remains the largest source of income, projected to generate Rs3.477 billion.

Two provincial grants — Rs790 million and Rs390 million — are anticipated from the Sindh government, with the latter earmarked for payment of salary and pension arrears.

An additional Rs358 million grant will be sought to cover utility bills. The HMC estimates earning Rs46.75 million from rent and Rs166 million from various fees. In the previous year, the corporation reported collecting Rs224.63 million in fees and Rs42.5 million from rent.
