IHC orders humane stray dog policy

The Islamabad High Court (IHC) has directed federal authorities to formulate a humane and science-based legal framework for the management of stray dogs in the capital.

The directive came during a hearing on a public interest petition filed by prominent environmental and animal rights lawyer, Altamash Saeed, and his legal team.

The petition highlighted severe mistreatment of stray dogs at the Stray Dog Population Control Centre set up by the Capital Development Authority (CDA) in Tarlai in 2022.

According to Saeed, despite official policy commitments, not a single dog has been released back to its original location after receiving vaccination, sterilization, and identification through ear tagging.

In court submissions, Saeed revealed that dozens of dogs have been held without proper medical assessment or safety protocols. The petition also highlights a particularly alarming incident on June 13, 2025, when CDA requested the transfer of 50 severely ill dogs from a local animal shelter. Of these, over 40 had to be euthanized due to their irreversible condition.
