A landowner in Lodhran's Burhanpur, Kehror Pacca area, unleashed a dog on his neighbour during a heated dispute over payment for irrigation water.
The victim, severely injured by the dog, was rushed to the hospital.
Police have registered a case, arrested the accused, and initiated legal proceedings.
Police said Ramzan, a local landlord, had used the tube well of his neighbour, Ghulam Farid, to irrigate his fields.
On December 26, when Farid demanded payment for the water, an argument ensued. In retaliation, Ramzan set his aggressive dog on Farid, who sustained severe bites on his abdomen, arms, and legs.
Farid was transferred to the Tehsil Headquarters Hospital for medical treatment.
Deputy Commissioner Dr Lubna Nazir took swift notice of the incident, directing the District Police Officer (DPO) to take stringent legal action against the influential landowner.
She also instructed Assistant Commissioner Kehror Pacca, Mian Ashraf Saleh, to ensure the victim received the best possible medical care. "This inhumane behavior is utterly unacceptable," Dr Nazir stated.
She emphasised that under Chief Minister Maryam Nawaz Sharif's vision, a special campaign against stray dogs has been ongoing across the district. Between July 1 and December 27, teams have culled 4,017 stray dogs to ensure public safety.
The deputy commissioner also issued a warning to pet owners, mandating collars for pet dogs and timely vaccinations.
Legal action will be taken against individuals failing to vaccinate their pets. She further hinted at strict penalties for municipal employees found negligent during the stray dog elimination drive.
