Concern over delay in hiring KoFHA MD

The cabinet has expressed its reservations about the delay in appointing a regular managing director of the Korangi Fisheries Harbour Authority (KoFHA).

During discussions in a recent meeting, the cabinet noted the delay in the process of selecting a regular managing director for KoFHA and directed the Ministry of Maritime Affairs to complete the task within one month.

The cabinet also instructed the ministry to establish appropriate selection criteria for filling such positions.

The ministry is required to select and appoint a full-time managing director (M-II) of the harbour authority in accordance with Section 10 of the relevant ordinance.

The current managing director is engaged in finalising the revision in PC-Is of three KoFHA projects. Additionally, meetings have been scheduled with the Economic Affairs Division (EAD) and the Japan International Cooperation Agency (Jica) to mobilise funding of Rs1.1 billion.

Underlining the need for the current managing director to continue in his position for some time, the Ministry of Maritime Affairs had proposed assigning Rear Admiral Shahid Ahmed, Director General (Operations) of the Port Qasim Authority, Karachi, with the additional charge of managing director of KoFHA, effective from April 4, 2024 for a period of three months or until the appointment of a regular managing director, whichever is earlier.

It was noted that views of the Establishment Division on the matter had been included in a summary prepared for the purpose. Accordingly, approval of the federal cabinet, being the appointing authority, was sought for the proposal.

The cabinet considered the summary titled “Posting of managing director of Korangi Fisheries Harbour Authority, Karachi,” submitted by the Ministry of Maritime Affairs, and made the following decisions:

Rear Admiral Shahid Ahmed, Director General (Operations) of the Port Qasim Authority, will continue to hold the additional charge of managing director of the Korangi Fisheries Harbour Authority, Karachi for one month.

In addition, the Ministry of Maritime Affairs will complete the process of selecting a new managing director for the authority within one month.
