The petitioner has claimed in the plea that the government's decision to carve separate districts out of Gadap and Lyari is based on "mala fide intentions."
He has accused the Pakistan Peoples Party (PPP)-led provincial government of wanting to get the city's mayor elected from the party, stating that neither any bill is passed for the proposed delimitation nor the assembly members have legislated for the formation of two more districts in the metropolis.
The plea moves the court to bar the provincial government from creating any more districts in Karachi.
Sindh governor, Sindh chief minister, provincial chief secretary, local government secretary and others have been nominated as parties in the plea.
