Remarking that the reference appears to be maintainable, the court admitted it for hearing.

According to the reference, Mehdi was the former chief executive, president and a shareholder of the Admore Gas Pvt Ltd and was involved in the illegal sale of Pakistan State Oil's (PSO) petrol to the company.

The reference states that in 2010, PSO officials conspired and awarded illegal contracts for the sale and purchase of petroleum products, with the approval of the board of directors, which caused a loss of more than Rs552 million to the Finance Department.
