He made the remarks while addressing a conference titled "South Asia an inevitable nuclear weapons playground - a case for international intervention" which was held at the Birmingham City Council House in United Kingdom organised by the World Sikh Parliament on Sunday.
Kiyani said the Modi-led government has put a ban on civilian traffic to accommodate military movement for two days a week same as Hitler forbade Jews from using pathways and street in Poland from 9pm to 5am during 1939.
“Modi was part of Hindu nationalist party RSS [Rashtriya Swayamsevak Sangh] who declared Hitler as its ideological leader in one its book and idolised the Holocaust to be an effective way to deal with minorities in India,” he added.
Appreciating Prime Minister Imran Khan for responding rationally to the Modi’s war mongering after the Pulwama incident, the TeK president said that Imran Khan’s sensible response had helped deescalate the tensions between the two states.
Two months ago two nuclear-armed countries, India and Pakistan, were on the brink of war, he said, adding that India under the leadership of Modi was about to cross confrontational threshold which could trigger a nuclear war between the two countries.
"If it had happened it wouldn't affect only the South Asia region but also the whole world that would face devastating consequences of this nuclear war," he added.
Kiyani said that he wanted to send a message to the Indian government through the conference that "people of occupied Kashmir will resist brutal policies on the ground".

The peace in the South Asian region can't be achieved without resolving the core issue of Kashmir which is unfortunately the longest unresolved dispute in the United Nations, the TeK president said, adding, "Kashmiris are being punished by brutal Indian army for demanding right to self-determination which is guaranteed in the international law".
He also appreciated the statement of World Sikh Parliament that the Sikh community will not become part of the Modi's madness for the war.
The conference resolutions made it clear that the rights the Kashmiris and Sikhs to self-determination in their respective homelands was key to achieving durable peace in the region.
The gathering also called for conflict resolution through dialogue and implementation of international laws.
It was hosted by Ranjit Singh Srai, Human Rights Council member of the World Sikh Parliament.
The keynote speakers were Anthea McIntyre, Chairperson Friends of Kashmir in European Parliament Dr Iqtidar Cheema Member UN Global steering Committee and several others.
