Born in 1933, in the home of tribal peasant Haji Itbar Khan in Swabi, Khan spent his early days in the tobacco fields.
According to family members, his parents migrated from the Mohmand tribal area due to a tribal enmity but returned later with Khan and married him to the daughter of a prominent Pakistan Muslim League tribal leader.

He soon earned a name as a famous dry fruit and timber trader of Khyber-Pakhtunkhwa and tribal areas.
Ziaul Haq's martial law and the Afghan war gave him a chance to partake in politics. After the death of his father and father-in-law, he participated in Mohmand's public affairs and emerged as an active tribal leader.
In 1982 he contested local government elections and won from his hometown, becoming a municipal committee member.
After winning provincial elections in 1985, he joined Pakistan Muslim League-Junejo and won a Senate seat in 1997. Dilawar Khan retired from politics after General (retd) Pervez Musharraf dissolved the parliament in 1999.
His son Muhammad Ali who was a part of Qaumi Watan Party died from injuries sustained in a suicide bombing attack in 2012. Dilawar Khan's grandson, Babar Ali Khan won his father seat in the 2012 by-election.
