Rangers shooting: Extrajudicial killing caught on tape

KARACHI: A youth was killed when Rangers shot him in a busy area of Karachi, Boat Basin, television channels reported late on Wednesday.

Five men from the Ghazi wing of the Rangers are said to be involved in the incident, of whom two have been arrested.

Video footage of the incident showed the Rangers killing the man, Sarfaraz Shah, who allegedly had a pistol in his hand, after beating him up.

Before being shot, Shah had tried to grab the security forces’ weapons.

Initially, the police and Rangers had claimed that they were informed that a dacoit had held a family hostage in Benazir Bhutto Park. The security personnel claimed that they went inside the park and asked the man to surrender. When he refused to do so, the Rangers shot at him in retaliation. Shah was injured and died after reaching Jinnah Hospital, security personnel said.

Shah was the brother of Salik Shah, a reporter of Samaa TV. The family of the deceased along with journalists held a protest at the chief minister’s house in Karachi. The chief minister has taken notice of the incident.

The Sindh information minister, Sharjeel Memon has said that no leniency will be shown to the culprits.

Political parties, including the ANP and the MQM, have condemned the incident.

Gul khan | 13 years ago | Reply @Naeem Tariq: You are right...this seems to me that rangers already have agreed on a deal with anti-Pak elements to kill this guy (or any one) and at the same time to be filmed. This incident is the continuation of the previous incidents happened during may. All the incidents have the same pattern to defame and demoralize the law enforcement institutions. I would say these few rangers have sold themselves to fulfill Anti-Pak Agenda.

Naeem Tariq | 13 years ago | Reply After reading the reports in news papers and watching footage of this incidence again and again, it is definite that these 6 Ranger had decided to kill the boy the moment he is being presented to Rangers by a person in plain clothes. Is it not strange that all six of them were unaware about the reporters or camera man making film and covering all the events openly with out any resistance from the rangers. Even after shooting the boy the camera man continued to capture video freely in the presence of rangers . The footage of this incidence revels that the camera man was close to this spot and was not hiding when capturing the video of this incidence. Questions are 1. Did the rangers allowed the camera man to make the video purposely or they were totally unaware about the camera man ? 2. How is it possible that these 6 Ranger were unaware about the camera man who was capturing the evidence of their crime scene freely ? 3. If the Rangers knew they are being filmed during incidence or after this, why they ( Rangers) did not stop him or tried to destroy this evidence ( footage in the Camera)? 4. Was this incidence pre-planned in continuation of the event occurring regularly from 2nd of May to destroy the moral of the nation and create rift between law enforcing agencies and civilians?

No one is there to question about their pointless presence and their pathetic performance during more than last 20 years in this unfortunate province. Why was he carrying a gun? I am sure not for just kicks.. and tyhis is what we Karachiites have been facing day in and day out...we got robbed of our hard earned money on traffic signals...traffic jams....we got looted in shopping areas...Have we gone totally insensitive to the wailing of mothers whose children have been kidapped by people like these who have access top arms and love to use it at the cost of some innocent person's life in case he/ she dares to resisit and does not happily oblige the demand at gun point. No doubt the country is a failed state with no law and order and where do we go??????? Who do we seek protection from??????????? The boy showed in the video was clearly admitting committing the crime because he was desperate. Although this was a horrible and uncalled for action since the authority to judge the man's crime lies only with the courts, I don't understand the outrage over the killing of a criminal who was robbing his own country men. Fake gun or not, I'm glad its the rangers roaming the streets and not guys like those.

I believe Rangers did the right thing to hit the unarmed man on his leg as he was reaching on rifle. I have seen on TV he was pleading how bad it was to see him begging for his life. Put your hands up and if you have an illegal weapon on which this boy apparently did, then quietly let them take it and face justice. I agree they had no reason to let him bleed to death after shooting him in the leg and taking his weapon - that is a crime! They should have taken him to the hospital and then let him face judicial consequences! This is the sad part. Two of the Rangers involved have been arrested. In the US, anyone tries to grab a cop's gun, he will be shot right there!

Agreed this is total Dark justice and armed highhandedness of authorities, but come to think of it..If this chap was really a street criminal who snatched Cash and Mobilephones at gunpoint, Would he ever be brought ot justice otherwise? Had he been handed over to police, am sure he would have been free within Hours, even before sunset, so to speak! Imajine how many people would have been looted by him or even killed upon resistance? But, what makes it even more messed up is you can see where the first shots entered his leg through frayed clothing and yet there was a second shot to finish him. He was obviously pleading and then they shot him in the leg first. That is more than enough to make an unarmed person harmless. But, no, while he was already on the ground they shot a second time to finish him. There was even a slight delay as though he had to think about taking that second shot before he did it. Obviously we all know the conclusion he came to. Even if he was being dangerous at that moment and unarmed, it should have ended with the first shot to the leg.

To all those commenting assuming the guy was innocent: When someone holds your loved one (wife, sister, son, daughter parents etc) on gun point, mugs them. Next time make sure you salute that guy, put some garlands on him and give him your home address and invite him to rob your home too. NEVER EVER ask for help from police, rangers or any other security agency. Afterall these robbers and dacoits are one of us, they are humans, their rights need to be protected. Actually, they have more rights than the ones who get robbed.

H I | 13 years ago | Reply Put 2+2 together folks. He was not just an unarmed man - he was a disarmed man. Difference being that he had a gun on him earlier which the rangers later took. He had criminal intent. He lunged at the ranger's gun (which even if he had been unarmed and innocent would be sufficient cause for severe response). See the video again, the oldie sergeant at the side also took his gun out once the guy lunged at the ranger's gun. This is at least a 75% justified response. More so, the sergeant asked for the 'ranger' to point the gun down (which in military parlance is also known as intimidation) clearly attesting to the fact that they were not looking to shoot him (a shot with the suspect standing up is the easiest to execute). The guy messed it up by trying to take the ranger's gun and the ranger responded with force. In any country of the world, this would be the suspect's fault, not the ranger's. I do not think the ranger had the benefit of slowing the time down to analyze the intent of the guy, like we have. The suspect lunged at the gun and the ranger responded with force. The ranger is not going to sit back on a plush chair and think where should I aim so that I can disable first. He shoots as a reaction, and reaction times are notoriously low. Its the suspect's fault for pushing the ranger into a corner where he has to react fast, and react with force.

In fact, since 1992, Rangers are them self involved in many criminal activities, like robbery, snatching etc. (When they are not on duty) and when ever they have been captured by police or public, they have been released without registering any case. And when ever Sind Government, like to shift rangers back to borders, Karachi observed target killings, robberies or any terrorist activities. Which in fact done by Rangers to STAY in CITY.

A couple of years back while I was at b-school - I was brutally beaten up by Rangers at the Karachi University gate because I protested against their holier than thou attitude at an educational institution, where they have absolutely no purpose to serve. I was beaten up and was threatened by the Administrator (who was also a retired colonel or some pointless army guy) that I shouldn't be talking about the forces like that OR they will just lock me up in their 'secret' jails. At that time I was saved by the head of marine geography dept. (angel in disguise), else I probably would've met the same fate. These LEAs need to be accountable to the people - the rangers, police, the real estate agents, all of them.

The whole training and mindset of forces.Official version of incident is a joke, when some one see that video. It also shows the intelligence and competitiveness of high ups who are in denial about the ground realities. The way they shot the guy is a War Crime if he happens to be a POW, rather he is a civilian shot in a broad day light live on TV. Sadly our Governments, institutions, politicians and intellect have failed us and Now our society is deteriorated to the extent where destruction seems inevitable. By the way I would love to see Chief Jackal taking a suo moto as he seems to have so much time to take notice of some actress getting away with few ml s of liquor from the hand of justice.

I hope a proper inquiry is launched and if he was indeed killed in cold blood, those involved should be capitally punished. @ Umer Arain: think of suicide bombs going off with you and your family and reconsider if you deserve it. I would suggest that you shove it.

"Video footage of the incident showed the Rangers killing the man, Sarfaraz Shah, who had a pistol in his hand, after beating him up." So Mr Sarfarz Shah had pistol in his hand, but rangers beat him up, and then shot him. "Before being shot, Shah had tried to grab the security forces’ weapons." So Mr Sarfarz Shah tried to grab weapons, after being beaten up and having a pistol in his hand. Best part of your report is: " The security personnel claimed that they went inside the park and asked the man to surrender. When he refused to do so, the Rangers shot at him in retaliation." At least here you are reporting it as "security personnel claim". A case of very good journalism to defend "the establishment".

Syeda | 13 years ago | Reply at first when i read the news i could only see the Name Sarfaraz Shah and ran to my mother asking her if she spoke with my brother today who lives in khi and his name is Sarfaraz Shah...my whole family got upset until i read the whole news that his brothers name is Saleek Shah...a sama tv news reporter ! my heart wrenhes ...What a shame!!! a young guy died for no reason!

A careful veiwing of the video shows that it was an individual act committed by a member of the Ranger team without the consent of the other two in the video and probably another to whom the pistol had been handed over. The youth was unarmed at the time he was shot, there was no reason whatsoever to fire at him. It is a criminal act, not remotely related to self defense rather misuse of power. Besides, the one who fired the fatal shot all those involved in the false reporting should be punished this includes the Rangers and the Police.

The laws are very different for the rich and powerful. Unless we learn to respect human life and basic human rights, we will always be depicted as barbarians by the West, and rightly so. My sympathies to the family of the deceased.

It is extremely unfortunate that atrocities of paramilitary and other security forces are increasing sharply, day by day. @Pakistan Khan: You are absolutely right. We are living in a fascist security state and, in fact, are at the mercy of these tyrants. I wonder if we will ever be able to make them accountable for their highly serious human rights excesses and violations.
