PESHAWAR: The Provincial Management Services (PMS) and Provincial Civil Services (PCS) of Khyber Pakhtunkhwa have demanded the federal and provincial government to end bias against them.

“PMS and PCS officers have long been overlooked in appointments, this bias should end,” said Fahad Ikram Qazi, coordinator of PCS Association while talking to the media at Peshawar Press Club on Monday.

“If our demands are not met, the association might go on a pen-down strike,” said Qazi, flanked by senior members of the association.

He said that over 200 vacancies have been filled in the province by incompetent officers from the centre or by those on deputation.

He said 93 per cent appointments were from outside, while the PCS officers were overlooked in promotion and appointments.

The PMS and PCS officers have been struggling to get their fair share in promotions and appointments but despite continuous assurances the government has not changed its indifferent attitude towards provincial cadre.

Qazi reminded that the previous government had set up a committee for the resolution of their issues as per Constitution.

However, both the committee and the government went silent and nothing was resolved. Current government with the appointment of incompetent officers on important positions is also filling up the scheduled positions on deputation which is unjust and against which we are protesting since last 16 days.

All over the province PMS and PCS officers with black bands on their arm are on protest. They said if their demands were not met, the association will go on pen-down strike.
