Bending the rules

Before officials begin plans for the future, they should also check whether they are bound by any regulations or not

Every few weeks our compatriots wake up to the horror of phantom educational institutions and teachers in some part of the country. Up to seven constituent colleges in the health sciences have been set up by Punjab University but each of these is without bricks and mortar and has no infrastructure and academic facilities of their own. Yet the provisional vice-chancellor approved the recommendations of the adhoc committee appointed to discharge the functions of the board of studies in medicine and dentistry and in charge dean faculty of health sciences to constitute the colleges.

It is standard practice for a vice-chancellor to refer such matters to a board of studies, faculty board and academic council — the fact that it was not done suggests a breach of rules. It is difficult to imagine how such projects can deliver quality education unless the authorities make available purpose-built buildings, faculty and staff.

Usually Punjab University does not grant affiliation to a college if it does not meet the set criteria yet it is willing to bend the rules when it comes to its own (constituent) colleges. In addition, the PU administration has advertised 12 BS (Hons) programmes in health sciences for the 2017-22 session but none of these is being run in the morning — in violation of university rules about the start of a self-supporting programme. More violations have been spotted. The varsity has appointed a retired professor as acting dean of faculty of medicine and dentistry on a contract in violation of the recommended measures. The chancellor is supposed to appoint the dean of faculty from amongst the three senior most professors in the faculty for a three-year period. Before officials begin laying out rosy plans for the future, they should perhaps also check whether they are bound by any regulations or not.
