According to PPP AJK President Chaudhry Latif Akbar, during FY2016-17, the PML-N government had shifted more than Rs1.5 billion from the Annual Development Programme (ADP) to run the Prime Minister Infrastructure Community Development Programme (PMICDP). In the budget for FY2017-18, Rs2 billion were spent on the programme.
Akbar claimed this during a press conference on Friday.

The PMICDP programme was launched by Azad Jammu and Kashmir Prime Minister Raja Farooq Haider Khan after he took oath as premier of the region to develop the basic community infrastructure in all ten districts.
“Present AJK government slashed three billion rupees from ADP and distributed Rs50 million among the PML-N assembly members. This has badly affected the pace of development work in the region,” Akbar said
“As per rules of the Public Works Department (PWD) and local government, a single penny cannot be released without the approval of PC-1 and PD-1, while the AJK prime minister cut more than Rs1.5 billion from ADP to run PMICDP. This must be investigated,” Akbar added.
“PMICDP is a mega scandal in the financial history of AJK,” the PPP leader added
“We appeal the federal finance ministry and Planning Commission of Pakistan to investigate the mega financial scandal of AJK. Under which rules and regulations, the PML-N government released the money?” Akbar questioned.
The AJK PPP leader added: “During the last one year, the PML-N has failed in every field – be it governance or providing jobs to the younger generation of AJK.”
Everywhere in the region, merit was ignored and people were given preference on the basis of their affiliation with the PML-N or with a particular tribe of Prime Minister Haider.

Akbar further said that the AJK government making false claims of considering merit, they violated all the rules and regulations to appoint their relatives in different departments of AJK.
“It is very unfortunate that AJK PM Haider arranged more than Rs3.5 billion to run PMICDP, to feed his party workers but did not provide relief to the people who have suffered due to shelling by Indian forces on the Line of Control (LoC),” Akbar said.
