Teachers up in arms after ‘junior’ appointed principal

Faculty member says the appointment is a clear violation of the rules of the varsity

The appointment of a ‘junior’ teacher as principal of the University of Education (UoE) Bank Road Campus irked teachers as they claimed the posting went against the rules.

UoE Vice Chancellor Dr Rauf-i-Azam appointed Associate Professor Dr Shagufta Andleeb of the Zoology Department on May 3 after the retirement of Professor Samina Naheed.

According to a notification issued by the varsity, “The VC, in exercise of powers conferred upon him [or her] under section 14 (4) (f) of UoE Ordinance 2002, has assigned the duties of principal UoE Bank Road Campus, Lahore, to Dr Shagufta (BS-20), w.e.f. 04-05-2017 till further orders and entrust the DDO [drawing and disbursing officer] powers to her to deal with the financial matters of the campus.”

A faculty member, requesting anonymity, alleged, “The appointment is a clear violation of the rules and regulations of the varsity. The appointment shows that the VC is making appointments as per his desires. This is clear favouritism as senior teachers are available, but a junior one has been appointed instead of them.”

The faculty member said that the appointment of Dr Shagufta was made bypassing three other senior faculty members. When contacted, Dr Rauf said the appointment was made on merit. He maintained that there was no professor on campus and the decision to appoint Dr Shagufta was taken because of this.


“She is the most qualified and eligible person among the faculty available and as there is no professor on the campus. Other faculty members are of college cadre and are not professors as being claimed. They are less qualified and have fewer research publications,” he said.

VCs of two varsities finally appointed 

The VC claimed that other faculty members only had masters’ degrees, while Dr Shagufta was of university cadre. However, the faculty member said that being a college cadre professor did not disqualify anyone from being appointed as the principal.

The faculty member questioned if that was the case, how did previous the principal Professor Samina Naheed hold the position while being a college cadre teacher. On the other claim of the VC that there was no PhD available on the campus, the faculty member argued Dr Zarghona was a PhD in psychology and a senior member of the faculty.
