Revamping of PWD on cards

Public Works Department to be revamped and cleansed of corruption and mismanagement.

GILGIT: Gilgit-Baltistan (G-B) Law Minister Wazir Shakil has said that Public Works Department (PWD) will be revamped and cleansed of corruption and mismanagement. The G-B Legislative Assembly Standing Committee on PWD will propose recommendations for the reorganization of the department, he added. The issue of illegal appointments will be reviewed and a report will be submitted to the assembly.

“The process is underway and we will act upon its completion,” Shakil told The Express Tribune on Sunday.

G-B Legislative Assembly Speaker Wazir Baig also ruled during the session last week that all illegal appointments made in the department during the last 10 years or so should be scanned and necessary actions should be taken against officials responsible for any irregularity.

According to information gathered by The Express Tribune through different sources, nearly 1,000 inductions have been made in the department, mostly in grades 1 to 9, in violation of rules and without fulfilling the criteria and formalities.

Growing public criticism and media reports about alleged rampant corruption and mismanagement in the largest public utility department forced the chief minister to order an inquiry into the affairs of PWD and revamp it. The inquiry report may not see the light of the day as unidentified persons torched some of the records of PWD.

“New inductions in all government departments, including PWD will be made after a policy on appointments is formulated and passed by the cabinet,” said the minister.

Executive Engineer, power, Hamid Hussain, when contacted by The Express Tribune, admitted that about 1,000 employees had been appointed by various officials from time to time since June 2009 against vacant posts, he said. However, he clarified that these staff are not in surplus as PC-4 of some projects are yet to be approved and they will be adjusted against new posts. About the re-organisation of the department, Hussain declined to comment saying it is the government’s decision.
